JAMMU, June 28: For a population of more than one crore, Jammu Kashmir has only 5,800 doctors and just 11,840 beds in all the Hospitals across the state.
As per the government data there are 3,400 health institutions in the state are quite insufficient for increased number of patients. It is not only the shortage of infrastructure but most of the hospitals are without sufficient number of nurses and para-medical staff.
As per the Medical Council of India (MCI) norms, there should be one nurse per seven beds, but in most of the hospitals one nurse has to attend the entire ward, which has adversely affected the patient care. The condition of government run hospitals is already grim.
On an average 3,097 persons depend upon one health institution in the state as against 2,662 in 2000-01. The life expectancy of males at birth in Jammu and Kashmir is 65 against 65.8 all-India and of females is 67 against 68.1 all-India.Full immunization in the state is 62.5 percent while the national indicator is 54 percent.Though Government has made it compulsory for doctors to serve in rural areas but it unlikely to improve the situation in the state.
Minister for Health Sham Lal Sharma said that this was necessary to provide health services to poor people living in remote and mountainous areas and this step would decrease referral cases, thereby easing the burden on city hospitals.
For improving the infrastructure, Sharma said that Government has enhanced allocation from Rs 203 crore to Rs 293 crore during 2009-10 which accounts for almost 44 per cent hike and department has procured 15 X-ray plants, 14 Anesthesia Machines and 31 Dental units to augment infrastructure of various health institutions in the rural area.
In addition, he said as many as 128 doctors and 659 paramedics were also engaged on contractual basis under NRHM to improve rural healthcare. Besides, 2279 posts including 37 A-Grade Specialists, 281 B-Grade Specialists, 305 Assistant Surgeons and 17 Dental Surgeons have been created for various health institutions.
