Work on Uri-II to resume today, state government, NHPC reach an agreement | 'all class C, D vacancies to be filled locally’ | | bashir assad Srinagar, June 28: Following a long running dispute over power-sharing agreements, the National Hydroelectric Power Corporation NHPC finally signed an agreement with the state government on Thursday and is learned to be ready to renegotiate its stakes in the J&K's water resources. As the stalemate ends, work on Uri-II Hydroelectric Power Project is likely to resume tomorrow . Sources said that NHPC chairman ABL Srivastava finally agreed to engage all class C and D employees in Uri-II locally and the local area was defined as comprising on hamlets falling within 5 kilometers radious from the site of the project. It was reliably learnt that this model will be extended to all other projects being executed by NHPC in Jammu and Kashmir state. An agreement to this effect was arrived at in an extraordinary meeting today held at Shram Shakti Bhavan in New Delhi which was coordinated by Union Home Ministry, between Union Power Ministry, NHPC and the government of Jammu and Kashmir attending among others by PHE, Irrigation and Flood Control Minister of J&K Taj Mohiuddin, NHPC chairman ABL Srivastava and Additional Secretary in Union Power Ministry Ashoke Lavasa. Sources said it was agreed that NHPC will bear the expenses for imparting training to the locals in Industrial Training Institute Baramulla to make them competent for holding semi-skilled and skilled posts. It was also agreed that preference shall be given to the ITI trained locals, however, if such people are not available within 5 Kms radius, preference shall be given the people from tehsil followed by the district. Sources said it was agreed that 50% management manpower shall be from the state and all vacancies from top to bottom shall be filled up locally. Sources said that NHPC has principally agreed to implement the cabinet order No.158 of 2000 in letter and spirit and decisions taken in today’s crucial meeting were in reference to the cabinet order. The order has fixed over and above 12% royalty for the state and all class III and IV post to be reserved for the local populations. It merits a mention here that work on Uri-II was stopped in February this year following strike during which a class 12th student was killed in CISF firing. NHPC spent nearly Rs 1,800 crore for the 240 MW Uri-II project, however, work on the project was stopped because of a strike since March. Uri-II is a slipped over projects from the Eleventh Plan. According to the earlier Plan, Uri-II was scheduled to be commissioned in August 2012 which seems to be no way insight as the work on the project remained suspended for about four months. Sources said that work on the project will resume Friday as Taj Mohiuddin who represents Uri constituency in J&K Legislative Assembly will arrive in Uri from Delhi on Friday to give his node for resumption of work on the project following a truce signed in New Delhi on Thursday.
