| Govt to ensure better living conditions for Kashmiri Migrants till safe return: Azad | | 1137 KP families ready to go back : Aziz | | Jammu, Feb 1 Chief Minister Mr. Ghulam Nabi Azad today told Legislative Council that till the dignified and safe return of Kashmiri migrants living in different parts of the country is made possible, every step to provide better living conditions to these people would be taken. He said every political party is concerned about safe return of migrants and ruled out speculations and concern on creating infrastructure saying that various steps to create congenial atmosphere is necessary in this direction. The Chief Minister was replying supplementaries by Mr. Bhim Singh to a main question asked by him. Replying the main question, Minister of State for Revenue Mr. Prem Sagar Aziz said that 1137 families have conveyed their consent for return to the valley with the condition that proper security and employment to the youth is provided on their return. He said flat type accommodation is being constructed in Kashmir valley for this purpose. Replying to another clubbed question by Mr. Abdul Gani Vakil and Mr. Ashok Kumar Sharma, Minister said that a committee has been constituted by the government under the Chairmanship of Dr. S .S. Bloeria to look into the issue of identifying areas for newly created districts, sub divisions and tehsils. The committee has to submit its recommendation within a period of six months. He said Nodal Officers have been appointed for all the districts to make necessary arrangements so that the new districts can function shortly. An exercise is also underway to provide manpower and infrastructure for all the new Administrative units. Intervening in the reply Chief Minister said that specific instructions have been given to the committee to consider the areas according to their jurisdiction with new districts and tehsils. In reply to another question by Farida Mir, Minister of state for Health and Medical Mr. Peer Mohammad Hussain said that for checking adulteration in essential commodities, Food & Drug Inspectors of Drug & Food Control Organization have been deployed to make regular inspections of Food & Drug establishments in different parts of the State and lift samples on random basis. Those, whose samples are found to be adulterated or sub-standard are prosecuted in the court of law under the relevant acts, he added. He said Drug and Food Control Organization has four laboratories, two laboratories in each division. These are equipped with machinery and equipment for testing and analysis. Instruments valuing Rs. one crore were received by the Organization last year under Capacity Building Programme. Replying another question by Mr. Ghulam Nabi Lone, Minister said that PHC Pakharpora has been upgraded to the level of sub-district hospital. He said project report of SDH has been prepared involving cost of Rs. 598 lakhs and work will be taken up as and when funds are available. In reply to another question by Miss Sakina Ittoo, Minister informed the House that Primary Health centres do not have posts of Gynecologists however, Gynecologists have been posted in district Anantnag. He said there is acute shortage of PG Gynae doctors in the valley. Efforts are being made to attend to the patient care despite deficiency in manpower. B-Grade Specialists/Assistant Surgeon posts have been referred to Public Service Commission for selection and will be filled as soon as select list are received. Efforts are being made to engage them on contract basis. In reply to another question and supplementaries by Mr. Sofi Ghulam Mohammad, Minister of State for Technical Education Mr. Aijaz Ahmed Khan informed the House that majority of the monuments are looked after by Archeological Survey of India. He said those monuments which are looked after by the State Department are given timely measures for preservation by way of renovation and conservation. The Minister said that the face lifting of the wall at Kathi Darwaza Srinagar has been taken up and Rs. 49 crore out of the project cost of Rs. 213 crore have been sofar spent over the project. Replying another question by Mr. G. N. Shaheen, Minister for CAPD Mr.Taj Mohi-ud-Din on behalf of Home Minister informed the House that total land area in the state under occupancy of defence and security forces is 681839 kanals approximately. He said the compensation/rent of government/private land under the occupation of defence/security forces on requisition/acquisition basis under Jammu and Kashmir Requisition and Acquisition of Immovable Property Act,1968 is paid by the Director Defence Estates Organization/security forces to the owners as per the prescribed rates. Supplementaries were asked by Mr. Abdul Gani Vakil, Mr. Mohammad Iqbal Bhat and Mr. Abdul Rehman Tukroo. Replying another question by Mr. Nazir Ahmed Mir, Mr. Taj said since 2003, 67 employees retired prematurely in public interest from government service. He said the process of compulsory retirement of employees in public interest is a continuous process for which a committee headed by the Chief Secretary has been constituted to make recommendations. Vigilance Organization is also keenly watching the activities of corrupt officials, he added. In reply to another question by Mr. Ali Mohammad Sofi, Mr. Taj said that all steps are being taken to curb the menace of begging like clearing up the road sides, particularly in areas of tourist importance from the beggars intensifying police presence in such areas to minimize the acts of begging by non-state subjects would be intensified.
