RTI reveals loot, misuse of power, illegal appointments in Doda Municipality

Jammu, June 29: An RTI query has revealed brazen misuse of power, and spate of illegal appointments in Municipal Committee Doda since the year 2008.
Non-application of codal procedure allegedly with ulterior motives, personal interests and monitary consideration has made the situation worse. 40 persons have been engaged without following the norms and if the sources are to be believed, they are on the note sheet of Municipal Committee but do not exist physically.
Reply of the RTI query filed by a local by Dr. Rehmatullah Khora, copies of which are with Early Times, has revealed that 60 persons have been engaged by municipal committee Doda for sanitation and cleanliness of 13 wards i.e. almost 5 persons for one ward. Locals do not hesitate in saying that a surprise check would spell the beans. These are in addition to the permanent staff of the town area committee.
Enquiry officer has stated that the said staff has been engaged on the express directions of Director Urban and Local Bodies (DULB) Jammu. More importantly, during 2008-09; an amount of Rs.10, 14,000 was reportedly paid to 33 daily wagers as wages. Similarly, during 2009-10, Rs. 14, 47,620 was aid to daily wagers whose number had by this time reached 52. In the year 2010-11, MC Doda paid Rs. 21, 02,050 as wages to daily wagers whose number has surprisingly gone upto 65.
By the year 2011-12, the wage bill of daily wagers reached Rs. 26, 40,220.
From Director Local Bodies (DLB) Jammu to Deputy Commissioner (DC) Doda,
none bothered to look into the mess which had been increasing with each passing day. Sources said that appointments have been made on political considerations and the officials have preferred to toe a particular line of action without worrying about consequences.
A look at the details further reveals that during the financial year 2008-09, Octri/Lorry Adda contract was auctioned at Rs 4, 90,000. In the subsequent years, rates instead of increasing have shown steep decrease.
From Rs. 4, 90, 000, contract was awarded at Rs. 3 lakh in the year 2009-10 without assigning any reason. In the year 2010-11, the contract was awarded at 6 lakh 1 thousand.
The mule stand contract has gone to dogs with committee receiving no income during the last three financial years. In year 2008, the contract fetched Rs. 4000 and next year i.e. 2009-10, it was awarded at Rs 5610. Thereafter, the mule stand contract failed to fetch any money. Slaughter house contract has also stopped bringing income to Municipal Committee (MC) Doda. The shops rented out by Municipal Committee (MC) Doda have begun showing steep decline in rent. Contrary to the popular perception that rent collection should increase with each passing year, the same is showing negative trends in MC Doda. During year 2008-09, it was Rs. 4, 76,130 and then decreased to Rs. 4, 49,640. During the last financial year i.e. 2011-12, the collection went down to Rs. 3, 84,070.
The collection of compound fee and fine is also dismal despite the fact that locals often complain of various violations of MC Act like adulterated milk, uncovered edible items, unlicensed Reheries, road side khokas, uncovered sweet and fruit items and construction of mobile towers with out permission
No death and birth fee has been received during the last three financial years i.e. 2008-09, 2009-10 and 2010-11 which is surprising and an assumption is made that no death and birth certificates has been issued during these years. No fee has been shown as received for the usage of town hall building for the years 2008-09, 2009-10, 2010-11.
Municipal Administration and its executives alongwith establishment has limited jurisdiction yet the drawal of Rs.59,183 during 2009-10, Rs. 1,56,352 during 2010-11 and Rs.1,71,940 during 2011-12. Director Local Bodies (DLB) could not be contacted for comments.
