Flouting norms, tenders not called while allotting works | | | early times report JAMMU, June 30: Flouting the set government norms, several works for the construction of roads, lanes and drains have allegedly been alloted to a "select" group of political activists without floating tenders. Most of these works were alloted without following the set procedure before the government introduced e-tendering from March this year, according to official sources. "Many such works were done in the remote areas of the region, besides certain city areas," the sources added. This caused strong resentment among the experienced contractors who did not have any political support. Radhey Shyam, a contractor, said while most of the registered contractors were sitting idle, some inexperienced political activists had been getting contracts. "Instead of following the set procedure to make allotments of work, contracts have been given to people having political links," he added. Sudhir Mahajan, an unemployed engineer, who has constituted a self-help group, regretted that political workers were given priority over the experienced contractors. "What is the point of constituting self-help groups when officers at the helm of the affairs are not interested in giving us any work," he said. Sources said certain politicians had been exerting pressure on officers to give contracts to their acquaintances in violation of rules. "Even some officers of the departments concerned have engaged their relatives to execute works," sources said and disclosed that the officers, who had been assigned the job to monitor the quality of the works, were themselves alleged to be the beneficiaries from the contracts. The issue was also raised in the Budget Session of the Assembly when G M Saroori was the minister of Roads and Buildings. He had admitted that some works were allotted without tenders. He had, however, clarified that such works were of emergent nature. Panthers Party MLA, Harsh Dev Singh had listed a large number of development works which were allotted without floating tenders. However, despite assurance by the government, no action was taken against any erring official. Sources said since it was made mandatory to go for e-tendering for works worth Rs 5 lakh and above, some officers in a city division had alloted works whose cost was less than Rs 5 lakh.
