Govt dragging its feet over Khoda's appointment | | | Early Times Report Jammu, June 30: A month after PDP president Mehbooba Mufti's dissenting note on the selection of Chief Vigilance Commissioner, the government has not appointed former DGP Kuldeep Khoda to this post. On May 28, PDP president Mehbooba Mufti had opposed the name of Khoda for this prestigious constitutional post by leveling allegations that he is involved in Doda triple murder case and even held him responsible for deaths during 2010 turbulent summer in Kashmir. It was because of this dissenting that Governor NN Vohra, who had to take final call, though he has to go in accordance with the advice of the government, but has to follow the laws for the appointment, returned the file of Khoda's appointment with queries. These queries have to answered in by the Government after the Supreme Court judgment quashing the appointment of CJ Thomas last year, citing reasons that corruption is pending against him in a trial court in Kerala. BJP leader and leader of the opposition in Lok Sabha had also given a dissenting note over the selection of Thomas by the UPA government citing same reasons. The nature of dissenting note of two leaders may be varying but the logic is same that person to be appointed for this post should have impeccable record, should be held in high esteem in the public and his career slate shouldn't be scribbled with controversies. The SC in its judgment had also said that while majority opinion should he upheld, in this case the government has the majority, but government has to cite the reasons for overruling the dissenting note. This context of the judgment has put government in tight spot as it has still not able to come out with strong reasons to overrule the allegations of the Mehbooba Mufti. The government also fears that a decision taken on its own, by going outside the purview of the SC judgment, could be challenged in the court and this could put the government in red. However, the government can't delay the matter much further as corruption is becoming a rally point of the opposition and also among people. A confrontationist mode could only affect the credibility of the government. The government is now looking for a way to save its face which is making the process of appointment lingering.
