| 'How much' does it take to get a posting in PHE department? | | | Abodh Sharma
Jammu, July 1: The department of Public Health Engineering is in ill health; not just because of its inability to afford potable drinking water to the people of the State for which it is already facing public ire, but because of administrative mess within it that also has a direct bearing in the performance of the department and its officers.
Sources in the department divulge that postings to various positions within the department come with a price tag and only those who can dish out the price are posted on the said positions. According to the official record, while several AEEs of the department have been attached waiting orders of posting, important positions within the department continue to be manned by AEs both in Jammu and Srinagar. ET learnt that positions of AEE mechanical (Material and Procurement) Srinagar, AEE PHE sub division Qazigund, AEE PHE Boria Jammu, AEE PHE Ground water division Jammu and Srinagar, AEE MICD Srinagar, AEE PHE sub division Noushehra are several among many that are vacant and are being attended to by the Assistant engineers concerned.
While Minister incharge PHE, Taj Mohiuddin claims to go strictly by the book and follow policy guidelines, sources also divulge that a mafia comprising former bureaucrats and political workers negotiates with those concerned to get them the postings up for grab. "I strictly go by the recommendations of the collegium of Chief Engineers and no one is
transferred prematurely unless there is a valid reason" said Taj challenging to get the details of all transfers in the department by filing an RTI query. However, those concerned confirm that a retired bureaucrat, known more for his literary accomplishments than his administrative stint in the state makes himself available for any 'negotiations' for transfers and postings in the department. Chief Engineer PHE, B R Dogra, however, did not respond to repeated calls on his number.
The Minister's claims of transparency in the department are however belied as
service records of many an engineers of the department, allegedly having proximity to the corridors of power shows that they have managed to stick on to lucrative postings for long years. ET found that Mohd. Sharif, AEE stores sub div I Jammu, Ghulam Nabi, AEE stores sub division II Jammu, R K Kohli, AEE TWID mechanical sub division I, Tariq Raina, AEE pumping sub division II Sitli, Rakesh Bhatti, AEE Mech sub division II company Bagh, Anoop Verma, To to Ex En PHE Mech , RK Rakwal, AEE Mech sub division III PHE south have managed important positions in the last over a decade of their service.
Besides AEEs, all SE circles of the state are lying vacant following a litigation by an officer of the department, affecting the performance of PHE which is manifested in public inconvenience as noticed all across the state. |
