Politicians the most corrupt talking of corruption
KAILASH C. RAINA7/2/2012 10:52:53 PM
This is what our politicians are doing these days. Every political party who so ever ruled this state after 1960 onwards is responsible for this explosive problem of corruption. The people know better than these politicians and certify it that it is politicians who infused these diseases in the minds of the people, bureaucrats and in every sphere of activity concerning people. The victim of corruption is society and the accused politicians. It was initially limited to politicians for their electoral constituencies which was limited and the nexus used to be small time officer's only.
There is no one to blame at this crucial juncture because politicians institutionalized it to such an extent that they used bureaucrats to serve their purpose and then successfully created a nexus with the elite class cadre services. Now in the last couple of months all political parties have realized that corruption will be the main Agenda of the people in the coming election as all the department headed by the political big-wigs are giving patronage to all, except few bureaucrats, other are busy in all sorts of activities which no secular society or social society can tolerate. And if this corruption is not eradicated than be sure the days are not for away when whole of the country will be engulfed by the political corruption. Every leader of the day belonging in any political; party or any bureaucrat of the day or their associates having ill-gotten money, wealth, more than their expectation suffer with the disease which is nothing but ego, and it is this ego which does not allow them to come out from the egoistic shell and they cannot understand what the other person is talking about. If they have to enter into any dialogue processes with the civil society then they have to eradicate their egos. In the last 2 years N.C-Congress headed are alliance tried to put certain ideas into practice in the form of acts like service
Guarantee Act which has empowered the people to get the service in time r manner and has affected Top'sy Turry on the system by making erring public servants liable for fines and punishment. But in reality the system has failed in many departments because it is handled by the Clerks and low level officers, who are dishonest and disobedient to the bosses. They make the simple procedural work so complicated and without paying bribe nothing is done. Their simple logic is that we at the end of the day before leaving the office have to pay to our boss, otherwise Sir, we also dislike corruption. The argument is childish because a Tehsildar will not count at the end of the day how many Income Certificates on copies of revenuer records he has signed. These low rug officer's accept the bribes and defame some very dignified and duty bound officers.
Our politicians have done no good to the society or to any common man because politicians cannot survive without corruption. People good is their 2nd option and the first priority based agenda is how to make money and through whom. They always succeed in creating a successful nexus with some bureaucrats of their choice and put them on prized posts, But be sure against a Price which compelled the subordinate staff to used all possible means to repay the boss so that price of posting is compensated, because nobody wants to pay from his own pocket.
It is our politicians who do not care for the people who vote for them enabling them to occupy the chairs in the assembly but these voters are forgotten once they reaches in secretariat and starts moving in the corridors of power. Now the people are just dead horses for them and are flogged in the next elections.
All politicians have one thing in common that is making promises but never to kept.
Mufti before becoming the Chief Minister of State promised that from every home one person will get the govt. job, but what happened later on. G. N. Azad tried his level best during his short tenure as Chief Minister. He created the much awaited Districts brought many districts under Tourism Development Authorities in all the districts Roads, Flyovers and other infrastructure in all most all the three regions of the state to mitigate the sufferings of sick and diseased, hospital were upgraded, super-specialty hospital were added. These things and achievements were difficult for Mufti to digest and he conspired with other anti-Indian forces on Amar Nath Yatra row which Azad understood and resigned from the Chief Ministership post. It was none but Mufti only who is not only a shrewd politicians but a Gun boat diplomat.
Now Mufti Sahib is talking about giving more powers toil state accountability commission and like to empower it with its own investigative agency. The idea sounds nice but who interfered and clipped the wings of Late Justice R. P. Sethi , an Apex Court Judge and a legal Luminary of International repute. The only and only reason was that many a politicians and bureaucrats were in the net of accountability commission and were knowing about their fates and today the accountability commission is big joke a defunct institute.
The latest judgments of the High Court might bring some respect to the existing State Accountability Commission. Similarly N.C and Congress alliance are taking credit for appointing State Chief Information Commissioner RTI Act and also appointing State Commissioner is appreciable by one and all. But infrastructure is not in order and to obtain information from different departments is cubersome. It is really strange that how any information seeker will get the required information within 30 days when PIG Designated is from the same department. The records are manipulated within these 30 days and after thirty days the information seeker is asked to precede the matter with the First Appellate Authority. In the process many information seekers felt heartbroken and leave it where it was. But there are examples where information seekers avail what so ever is required through Right to Information after going through and successfully and receive the information under RTI Act. Why I say that politicians have no right to talk about corruption because it is these politicians who are responsible for this whole mess. Politicians are never sincere and have no credibility in the eyes of a common man. Everybody knows that Umar Abdullah in his election campaigns talked about Rs.2000/stipend for Under-graduates, RS.2500/- for Graduates and RS.3500/- for PostGraduates. This system is already working in U.P, Madhya Pradesh and Kerala but the financial kitty of the govt. is empty when it comes to rehabilitate the local youth who are qualified and some of them are likely to be over aged in the coming months. But see how our politicians speak in one voice keeping aside their political affiliation when it comes to their benefits. They prove that they are one. No one objects why their salaries are increased, why their pensions is increased or why they are giving loans on nominal interest to buy luxury cars, flats from C.Ms discretionary quota because it is a collective benefit of all the politicians.
And Govt. fails miserably or intentionally when such decisions are taken why public opinion is not sought after all it is the people who send them to assembly. Why no advertisements are given in the newspapers to know the public opinion, or why suggestions are not sought from the public by creating a website to test the waters. The achievements of N.C and POP are based on religion and regional liners having least concern for the poor and unemployed youths. But on the other hand they have recruited the surrendered militants in govt. jobs they further stretched the article- 370 to provide pension to the families of terrorists killed in encounters is Bizaree and cannot be justified. In Indian politics the stories of politicians rising from the rags to riches are unparallel. And our State is also honoured by such politicians who in 1990, used to manage both ends meet with difficulty are now having thousands of Crores through political corruption. The Govt. should release white papers mentioning the people involved otherwise Jammu people know them well. Atleast these politicians which they are not but circumstances have made them leaders to learn from the lives of the leaders who left for their heavenly abodes without any stigma. To name few Pt. Girdhari Lal Dogra, Pt. Tarlochan Dutt, Master Beli Ram, Pt. Prem Nath Dogra, G. M. Sadiq, and o. P. Dhar. So political parties first follow the footsteps of these state leaders and then talk of corruption. Secondly our state has witnessed atleast 13 years of President Rule at different times and one thing which astonishes many a think tanks of society that why corruption takes the back seat and number of corruption cases reported becomes negligible, but when any political dispensation rules the state. Corruption nurtured and flourished like an Industry.
