early times report
Jammu, July 3 : Notwithstanding the fact that Congress ministers in the NC led ruling coalition government are carrying on their 'business and work as normal', showing no signs of incompatibility or discomfiture with the alliance partner, but party High Command is taking serious note of the way its ministers are conducting themselves in coalition and in matters of governance . The High command is said to be observing this as their party ministers becoming 'yesmen' of NC rather than maintain their own identity as equal partners in the government.
Sources said though Congress high command is in know of the manner its ministers have adopted a subdued and subtle identity in crucial matters and issues for a long time, this having been conveyed to them through different quarters from time to time, leaders at the top level are particularly unhappy at present over what has been seriously observed that no reservations are being expressed , nor any resistance exhibited by its senior cabinet ministers when NC takes decision on crucial matters . Sources further said that it has been conveyed from some quarters to High command that in most of the matters NC takes decisions unilaterally much in advance and puts the things on agenda of cabinet meetings just for the sake of formality, none of the Congress ministers have dared to raise questions , not to speak of raising noise which is expected of them being members of the major ally in the coalition.
The matter , sources added was discussed by some leaders with Rahul Gandhi during their informal meeting with the latter during which he is learnt to have expressed displeasure over non assertive and subdued conduct of all party ministers in the present regime. Rahul Gandhi , sources said is learnt to have expressed disappointment while having threadbare discussion on certain matters with some senior party functionaries from the state and contended that he doesn't have the same opinion about his party ministers and coalition in general which he had two years back.
The high command, sources confirmed is trying to find the reasons at individual level of ministers and cumulatively as to why they are behaving like 'inferior' partners, far from being vocal or assertive in functioning of coalition government. This conduct, it has been felt is continuing despite state leadership and visiting dignitaries of the party instructing them to at least express their opinion or give suggestions in certain matters in which NC has taken or announced stand loudly favouring their political ideologies, and snowballed into controversies , hard to settle for the Congress . This also came up during the discussion in the meeting that the existing lot of ministers are behaving in sharp contrast to some leaders in the previous coalition regime who would very often walk out of the cabinet meetings and even showed stiff resistance, sometimes indulge in small fights with counterparts of other party . In the present regime till date none of the Congress ministers have walked out of the meeting
Sources said it has been observed that most of Congress ministers are behaving meekly in the government as they do not want to annoy Chief Minister Omar Abdullah for more than one reason. One that in the backdrop of serious charges of corruption , which NC has tried to project more so with the Congress ministers' involvement, the latter are fearing 'action' from the top level and even scared of losing ministry. Though the allies are showing no signs of urgency in having much awaited reshuffle or expansion in the ministry, but the fear of being dropped looms large over some Congress ministers, which is why they have chosen to adopt a very low profile, almost 'subservient' to ruling NC.
