Early Times Report
Srinagar, July 4 : Peoples Democratic Party (PDP) President, Mehbooba Mufti today accused the coalition government of misgovernance and corruption. She was addressing a mammoth rally at Shopian. Similar rallies against corruption were held at all tehsil headquarters. Mehbooba said the present government had made the life of people miserable by its inefficiency and rampant corruption. "Misgovernance, corruption, hollow slogans and the uneasy calm define the government led by Omar Abdullah" she said. Mufti said that NC and Congress had sought votes for addressing the issues of governance and development alone as it claimed it had no role in addressing larger political issue of Kashmir. Three and a half years later the state finds itself in a complete freeze both on political and development fronts. To every complaint of worsening power supply, winter woes, gas shortage, unemployment, corruption and backdoor employment the government responds with full might of the state to silence the people to maintain a surface calm and chants anti PDP canard, as if PDP is the government and NC is in opposition.
She said power supply has hit the worst levels since 2002, before which also the NC government had ensured that the state is starved of electricity. "Tariff has been hiked manifold but supply now is decreasing everyday. The power reforms initiated by the previous government have been shelved and the chief minister is blaming the consumers and the department. It is the same people and same department that turned things around in 2002. The latest noises about the NHPC projects by chief minister are amusing to say the least. They handed over ten major projects to NHPC between Dr Farooq Abdullah and Omar Abdullah and have now started shedding crocodile tears over the loot of state resources. Now to increasing power woes the government and its apologists chant NHPC. Things can't get more brazen than that." She said as it happens in Kashmir during the winter, Jammu is currently facing the crisis of survival with temperatures hovering around 50 degree centigrade the region is facing worst shortage of power and water. She added that development works under the state and central sectors are victims of government lethargy, corruption and favoritism. Whatever works are taken up are driven by contractors close to government and some ministers. There is no development strategy for the government as was pointed out even by the Planning Commission of India. Annual Plan is still to be finalized. Plan funds are utilized by the CM almost as his secret fund to please his favorites. Malpractices in schemes like NAREGA have reached a level where the disbursements were stopped sometime back by GOI. ERA schemes have become a source of trouble rather than relief. Half of Jammu and Srinagar roads are dug up for three years for these schemes which seem to be never ending. She said traffic is a mess as there is no day without accidents and roads have emerged as major killers. Backdoor entries in government jobs and extension to retired civil servants have become a norm again as a trademark of NC government. Youth are harassed by the state within and outside J&K. Around 1 lac jobs are awaiting recruitment but the government is not moving to fill them up. The reason could be to fill them up against money and political considerations as government jobs have become a commodity that is sold and purchased like money from the treasuries. Referring to Panchayats she said that these have been reduced to a propaganda handle, without their full and meaningful empowerment these institutions have started becoming a source of alienation rather than empowerment. She said the tragedy at Dastgeer Saheb has saddened us all. There should be no politicization or scoring of points over it. But it must lead us as a society to introspect and take steps to preserve our distinct spiritual tradition of tolerance and a unique heritage. There is a need to find out truth about the tragedy at Khanyar which consumed an iconic spiritual centre of Kashmir. We hope that the government allows an independent probe into the causes of fire so that such events can be prevented in future. The people in the state are actually cynical about such probes in view of the government's track record which used probes in Shopian, Haji Yousuf case and the cricket scam only to cover up the truth. Hundreds of workers braved summer heat at all tehsil headquarters from Leh to Kathua. Largest among them were in Kupwara, Jammu, Shangus, Shopian, R S Pora, Poonch, Rajouri, Thana Mandi, Kishtwar, Bhadarwah, Thathri, Kargil, Langate, Chrar e Sharif, Nowshera, Marh, Gool, Kargil, Leh and other places.
