Caught red handed by VO, Chief Engineer assumes office | Govt fails to issue suspension order | | Abodh Sharma Jammu, July 4: In what could be termed as the biggest deride for the Government from its hyped claims of weeding out corruption, the tainted Chief Engineer Mechanical Engineering Department (MED) Zahoor Ahmed Zargar, who was allegedly caught red handed by the sleuths of the vigilance organisation Jammu has dissuaded any departmental action in contravention of all rules and interestingly has assumed office. Chief Engineer, his personal assistant alongwith Managing Director and Deputy General Manager of a private company were arrested by State Vigilance Organisation on June 11 last for allegedly using illegal means in the allotment of contracts. Vigilance sleuths raided the office of the Chief Engineer Zahoor Ahmed Zargar and arrested his personal assitant AEE Ranjan Kumar Langeh, Managing Director and Deputy General Manger of CS India Private Limited and recovered Rs 1.80 lakh, allegedly paid to the officials as illegal gratification. Even though the four were released on bail by a competent court eventually, but it was imperative for the department to suspend the officers who had been in custody for more than 48 hours. "The investigations in the case are on and the accused are on bail" said Shakti Pathak, SP vigilance Jammu. "We had sent the detailed information with regards to the case to the current department and it was for them to take action against the accused. Under rules, the accused officers should have been put under suspension to facilitate investigations, " Pathak added. Commissioner Secretary PWD, Tanveer Jahan when contacted said, "there is no ambiguity with regards to rules. If someone has been detained for 48 hours, he is automatically suspended irrespective of whether an order has been issued or not". She divulged that the department had been told not to submit any files to him. However, asked why a specific order of his suspension was not issued, the Commissioner Secretary said, "this is also a matter of nominating some other officer at his place and that is being done". Sources in the department meanwhile state that the tainted Chief Engineer had assumed office for last several days and was working normally. Zargar has hit the headlines in the past as he had managed to join back his service along with seniority in the department eventhough he had stayed abroad for several years and many in the department believed that there was no ground to reinstate him along with the seniority that elevated him as Chief Engineer. |
