J&K likely to get annual plan of Rs 7300 cr on July 13 | Govt bracing up for final meet with Planning Commission | | early times report Jammu, July 5: Notwithstanding a dose of reprimand to the J&K government from Planning Commission on its expenditure and spending patterns on various projects , the NC led coalition is all set to get its annual plan outlay approved from the prestigious panel on July 13. The government has sought a whopping amount of Rs 7300 cr for Annual plan 2012-2013 as against Rs 6,600 cr which it got last year. Much to the relief of the government awaiting fixation of the plan outlay, the PCI has given nod for the meeting during which Chief Minister Omar Abdullah will meet the Deputy Chairman Montek Singh Ahluwalia in New Delhi on July 13 the groundwork for which has been already completed by the administrative machinery during its meetings held in recent past with the officials of the Commission. Sources said even as the governments endeavour to get the huge plan amount approved from the Planning Commission has justified all the loopholes which were picked up by the authorities during successive meetings with the high level team sent by the government during last month, it appears unlikely that the Planning Commission will agree to the increase in the plan amount, which is seen as highest in recent years . There is an increase of around Rs 700 cr which the government has strongly recommended for the new plan to be spent on its development activities besides meeting expenditure on a host of fronts. However, sources said that the Panel may consider certain priorities which are being projected by the state government in context of sensitivities of the state and also pushed strongly in its favour by the Centre. However, the sources added the Planning body is not quite happy with the performance of the government during previous year's plan expenditure and may put a strong note on certain heads while approving the plan amount for 2012-13.Sources said the Finance Ministry in particular is bracing up for the final meeting with Planning Commission and making all efforts to remain updated on the queries which PC authorities have put with regard to shortcomings and loopholes in certain key areas on which the government has not been able to justify the reasons. It is pertinent to mention that state government in its budget presented in the current year's Assembly session apart from projecting Rs 7300 cr plan outlay had also projected expenditure under PMRP at Rs 700 crore. Besides it has projected an estimate of Plan Revenue Expenditure at Rs 1412 crore and Plan Capital Expenditure Rs 6588 crore.
