SHO sidelines CID- SB's plea to lodge FIR against an alleged Afghan national | | | SUMIT SHARMA Jammu, July 5: In a clear case of overstepping his domain and mandate, SHO Pir Mitha has turned down recommendation of DySP CID SB and refused to register case against alleged Afghan national evidently under pressure from certain quarters. Sources said that no case has been registered against the said accused till date. However when asked about neglecting recommendations of General Manager (GM) State Road Transport Corporation (SRTC) and direction from CID SB (Special Branch) to lodge FIR in this regard, a higher official assured action against police officer. As per sources an alleged Afghan National, who amazingly not only managed to live in Jammu but also got a job in Jammu and Kashmir State Road Transport Corporation (JKSRTC) as cleaner (helper), was arrested but has dissuaded any FIR against him. "He not only duped lakhs of rupees in the shape of salary and perks from concerned department, but also established business on an encroached piece land of Aquaf in city and outskirts but finally was exposed by the investigating agencies, sources said. Sources further added investigations in this regard were conducted only when directions came directly from Chief Minister's Secretariat. The CM's secretariat also issued direction to DC office Jammu for verification of the state subject of the alleged accused which later was proved fake. Hence the matter was also brought into the notice of General Manager (ADM) JKSRTC who vide letter No JKSRTC /EC-IV/C1-3106/625 dated 21/6/2012 appealed SHO Police Station Pir Mitha Jammu to lodge FIR against him. "Meanwhile DySP CID SB who was also investigating the matter also asked SHO Pir Mitha to take action against the said accused, sources said, Further adding, "but no case has been registered against him till date. As brief facts from the sources and investigating agencies the accused identified as Mohammad Saleem Khan son of Akbar Khan of Talab Khatikan, Jammu produced Fake Permanent Resident Certificate (PRC) and school leaving certificate procured from Modern Academic, Chowk Serbanan on the basis of which he was appointed as cleaner in JKSRTC in the year 1985. However the allegations were established when three government departments including DC Office Jammu, Jammu Municipal Corporation and CID submitted their reports to Chief Minister's Secretariat. Pertinent to mention a RTI too was also filed in this connection and an inquiry which was conducted by then Assistant Commissioner Jammu Sheetal Nanda in her report vide No DCJ/PRC/10/-11/1846 stated that the PRC file No 1134/PRC which bears signature of Naib Tehsildar was infact issued in favour of one Kuldeep Raj son of Sunder Dass of village Jandial, Jammu. Besides allegation of holding govt job against a fake PRC and living illegally for years without proper documents, the accused was also alleged to have grabbed the govt land and it was confirmed by JMC in its report vide JMC/Estt/5113-15 submitted to CID department confirming land grabbing by accused Saleem Khan. |
