DGP displeased over SP's presence at Budgam inauguration
Inauguration of Hurriyat leader's shopping mall ruffles some feathers in Omar Abdullah's Govt

SRINAGAR, July 7: Officiating Director General of Police, K Rajendra Kumar, is understood to have taken exception to the presence of an IPS officer at the inauguration of a Rs 10 Cr shopping mall of the senior separatist leader Aga Syed Hassan at Budgam on Friday.
If well-placed sources are to be believed, officiating DGP is taking up the matter of SP Budgam Uttam Chand's attendance at the inauguration of the separatist leader's shopping mall. According to reports, IGP Kashmir, S M Sahai, had been invited by Aga and he had also communicated his consent to inaugurate the shopping mall. However, for reasons not known to anybody, Mr Sahai changed his programme at the eleventh hour. He, however, directed SP Budgam, Uttam Chand, to do the honours for the separatist leader's pleasure on his behalf.
Both DC Budgam, Khursheed Ahmad Shah, and SP Budgam, Uttam Chand, were present and they were seen clapping at the ceremony that was hosted and presided over by Hurriyat's executive committee member, Aga Syed Hassan. The inauguration was finally done by Minister incharge Agriculture, Ghulam Hassan Mir, and attended by almost all the district level officers of different government departments.
Highly placed authoritative sources revealed to Early Times that the officiating DGP was likely to influence the state Home Department to call an explanation from SP Budgam as to how he had accorded "social sanction" to the multi-crore construction and glorified a separatist leader who was under scanner on account of his raising huge fortunes, brazenly disproportionate to his known sources of income. It has been noticed at Police Headquarters that an IPS officer, who alongwith SP CIK Sheikh Junaid Mehmood, was investigating flow of foreign funding through routine and hawala channels to the state's separatist leaders, had made the whole investigating process a mockery publicly by being a guest and clapping at the inauguration.
A Police organisation, according to sources, today captured images and videos of "Aga Syed Hassan Shopping Mall" at Budgam. It was not clear as to who wanted to see the photographs and videos of the building and its inaugural ceremony. It is for the first time that a Cabinet Minister of J&K Government inaugurated a separatist leader's commercial complex. The photographs made it clear that R&B Department has dismantled the railing of a bridge and raised RCC path in the air connecting the bridge with second floor of the Hurriyat leader's shopping mall. Other photographs have made it clear that Irrigation and Flood Control Department has raised pucca masonry retaining walls not only on the side of a canal passing by the mall but also on two other non-flood sides.
Official sources confirmed that different Government departments have spent lakhs of rupees only to connect the mall through air with the bridge and the retaining walls around it. On the other hand, same departments have refused to raise retaining walls and embankments to protect the vulnerable farms and lands of scores of farmers close to the same site.
Neither Mr Rajendra nor Principal Secretary Home, BR Sharma, were reachable for their comments. However, Minister as well as separatist leader, who is a member of Mirwaiz Umar Farooq-led faction of the Hurriyat and known for his anti-India and pro-Pakistan statements and rallies, have justified the construction and its inauguration. According to them, the commercial complex would provide employment and boost business in Budgam area.
