| Faulty admission policy depriving young achievers of equal opportunities | | Higher Education deptt fails to make amends despite NAAC observation | | Abodh Sharma
Jammu, July 8: Despite directions by NAAC to avail reservation in admissions to outstanding achievers in the field of sports and other co curricular activities in colleges of the state, the department of higher education has failed to make amends.
At a time when competitive sports have come to be associated with national prides and levels of sports performances at various levels to the development of nations, higher education department of Jammu and Kashmir continues to give a damn to the sports and sportsmen by not allocating any quota for admissions to outstanding sportsmen in its colleges across the state in undergraduate and post graduate courses.
It is strange that while universities of the state offer quota for outstanding sportspersons besides those who have excelled in NCC, NSS, cultural and extra curricular activities, in their PG programs, degree colleges, which have been governed by the department of higher education, have no provision to reserve seats for such achievers. "I have won tens of medals for the state in various national championships besides representing the country in so many international events, but was denied admission in the college of my choice as I have not scored a high percentage of marks in my SSC exam" said a sportswoman of high repute. "There should be some seats reserved for outstanding sportspersons as they find it difficult to compete in open merit" she said adding, "most boys and girls represent the state in age group national championships while in schools and state wins quite a few medals through such sportsmen every year."
"Even in the colleges of Delhi, where toppers from all across the country come for seeking admissions and cut out percentage is so high, sportsmen are given admissions against reserved seats" said Shivang, a student from Jammu who got a seat in prestigious college of the capital against sports quota. "We help outstanding sportsmen to get admissions in colleges of their choices, but there is no policy as such" said a PTI of a city college showing prospectus of the college which has no mention of the reservations of sports or other recognized extra curricular activities.
A serious anomaly has also been generated by lack of imagination on part of the department of higher education in this regard. While there is a provision of reservation in BBA and BCA courses which are also held in these colleges, there is none in courses like BA, B.Sc. and B.Com. "There is reservation in BBA and BCA courses as admissions to these courses are done by the University" said principal of a city college who did not want to be named. He also confessed that earlier, every student who passed class XII used to get admission in the course of his choice, and hence there was no need for such reservation, but over the years, with number of students increasing and cut out percentages getting higher, may be such a reservation should be provisioned now.
A senior officer of higher education department when contacted admitted that there was a lacuna in the admission policy for undergraduate courses "this is true that we do not have any such policy with regards to outstanding performers in different fields and the anomaly was also pointed out during the recent inspection of the NAAC re-accreditation team, but we are reviewing the policy and shall be able to put the amended policy in place from next session" said the officer. He, however, averred that there are instructions to principals to ensure that no outstanding achievers are deprived of admission.
