Kathua administration employs Child labourer to serve Minister | | | Arun Trisal KATHUA, July 9: Hypocrisy of the bureaucracy was exposed in Kathua the previous day when the officers of the district administration who are responsible for checking the wrong doings were seen abetting the same. In a bizarre incident, a minor was hired by the organisers of a function organised by district administration during the visit of Minister for transport and CAPD Qamar Ali Akhoon, for running errands. Interestingly, the violation of the article 21 of the constitution that prohibits engaging minors for works and provides for free and compulsory education to all children of the age of six to fourteen years was being committed in the presence of the minister and the Deputy commissioner, who is the nodal officer for checking such violations in the district. While such a violation is a punishable offence in itself, the fact that it was committed in the district secretariat and in the presence of those who have been entrusted with responsibility of checking such violations has made it even more shameful and deplorable. Ram Pal Sharma, vice President of SOIL, an NGO working for the child rights condemned the incident and demanded to fix the responsibility. "What kind of a message are these officers sending to the society? There can't be a separate set of rules for the officers sitting at high positions" he said. Tehsildar Kathua Jatinder Mishra when contacted for a comment on the incident shirked responsibility. "The function was organised by the department of CAPD and we had nothing to do in this regard" he said not realizing that he was an executive magistrate and hence empowered to take action against the guilty.
