Government bye-passes authority of Raj Bhawan | BOPEE Chairman appointed without approval of His Excelleny | | Mishu Gupta Jammu, July 10: In the appointment of new Chairman of Board of Professional Entrance Examination (BOPEE), the State Government had committed a serious administrative blunder. According to sources, the Government completely by-passed the authority of His Excellency, the Governor of Jammu and Kashmir NN Vohra. However, as per Act, the appointment of BOPEE Chairman can not be made without the approval of the Governor. Sources divulged that this administrative blunder was committed by none other than the Chief Secretary Madhav Lal. Surprisingly, the General Administration Department (GAD) also failed to take the notice of blunder. Officially, the Governor Office has not yet expressed any reaction over the matter but, reliable sources added that Vohra was unhappy. Regarding the appointment of BOPEE Chairman, the amended BOPEE Act clearly states, " The Chairman shall be appointed by the Governor on the recommendations of the Screening Committee consisting of Vice Chancellors of Kashmir and Jammu Universities to be headed by the Chief Secretary to the Government." The head of screening committee Chief Secretary Madhav Lal instead of making recommendation of appointment to the Governor, referred the matter directly to the State Government. In this way, the Chief Secretary himself violated the Act. The Government also overlooked the Act and took the decision straight away. It is pertinent to mention here that screening committee had recommended the name of Prof RD Sharma, who is Dean Academic Affairs in Jammu University, as new BOPEE Chairman. The Cabinet that met on June 20 had given nod to the appointment of Prof Sharma. In this way, the authority of His Excellency was bye-passed by the State Government. The Government had issued order that Prof RD Sharma will be the new Chairman of BOPEE w.e.f August 18, 2012. Till the time, he would work as Officer on Special Duty (OSD) alongside the present Chairman Prof Mushtaq Ahmed Peer. Prof RD Sharma when sought the permission from Chancellor Office for deputation, the matter came to the fore. The Raj Bhawan officials briefed Governor about the mistake committed by the State Government. Now, since the Government has made announcement, the appointment will not be affected in any way. |
