Security grid being upgraded following upswing in militant activities in J&K | | | EARLY TIMES REPORT Jammu, July11: To sharp contrast of Chief Minister, Omar Abdullah's demand for reduction of troops within the civilian areas of Jammu and Kashmir the top Army authorities have decided to upgrade the security grid in the state for restoring the peace and to counter the alleged regrouping of ultras. "This step, according to official sources, was being taken following fresh movement of militants and on account of reports indicating that militants were planning to target political leaders and vital Government installations besides security pickets and convoys. Senior Army functionaries are said to have conveyed to the Congress led UPA Government that despite some improvement in the security situation in Jammu and Kashmir it was too premature to withdraw troops from within the civilian areas and lift the AFSPA. The Army functionaries, reports said, have suggested to the Government that the matter could be reviewed somewhere after the end of the tourist season to Kashmir in October. And if by that time the security scenario had shown further improvement the Chief Minister's demand for cut in the deployment of troops and withdrawal of AFSPA from at least four districts could be considered. Official sources said that a fresh message has been sent to all senior politicians and bureaucrats urging them to avoid moving out in non-bullet proof vehicles. They have been advised to ensure to move out under due security cover. This message has been dished out following reports that militants were trying to target political leaders an d some bureaucrats, especially the police officials. Intelligence agencies have advised the security forces that they should carry out road opening exercise prior to the start of any convoy. They have been also advised to carry out round the clock patrolling around their pickets. In this connection the state police authorities have been told to devise ways and means for insulating all the police posts and stations against any terrorist strike. Another issue taken up by various intelligence agencies pertains to unearthing the contours of the nexus between militants and a small section of police officials. The involvement of three to four police officials is treated as a tip of the iceberg which needs a thorough probe.
