Murmur of scam in PHE division Samba
644 workers engaged on certificates issued by shopkeepers, non-existent institutes; fictional firms withdraw motor repair bills

JAMMU, Jul 11: Illegal construction of tube-well over custodian land, engagement of more than 644 time-bound and ITI trained workers coupled with purchase of motor winding material from non-existent firms is what officials of PHE samba have resorted to during the last 7 years.
Officials have manipulated records and have remained so far untouched. According to official records available with Early Times, PHE division Samba has installed a tube-well at village Sungawali in block Ghagwal of Hiranagar sub-division in Tehsil and District Samba. Sources said that custodian department has not been informed officially about the occupation of land by PHE.
They added that PHE division Samba went on to construct the tube-well without taking custodian department into confidence and when the department unofficially asked for explanation, they received angry call from the local representative asking them to mind their own business. Sources further disclosed that apart from illegal construction of tube-well, the division has claimed to have spent more than Rs. 9.69 lakh rupees on the winding of motors in Block Ghagwal of Hiranagar sub-division from 2000 to March 2012.
However, sources said that of the 20 firms engaged by PHE sub-division Samba, only two exist on ground. They added that 18 other firms are non-existent and have been shown in the records merely for withdrawing the repair money. The 20 firms shown by PHE division samba in their records include Verma Electrical works Dayalachak, International Electrical and Engineering, Manhas Electrical works, Jagdembay Electric works, Subhash Electric works, Inder Electric works, B.M.Electric Works, Sambyal Engineering and Electric works, Honey Electric works, Bee-Ess Electric works, K.S.Engineering and Electric works, Giani Electric works, Krishna Electric works, Uttam Engineering works, Vishal Electric works, Naresh Sharma, Puneet Industrial Estate, Nikhil Enterprises Engineering works, J.S.Fabricators and Joginder Engineering and Fabricators.
Of these 20, sources said that 18 are non-existent. Bills amounting to Rs. 9.69 lakh have been drawn on the name of these firms. They said that apart from drawing fake bills on the names of non-existent firms, respective Executive Engineers of PHE division Samba have engaged 644 workers on temporary basis since the year 2005. The workers engaged include 391 time-bound and 253 ITI trained candidates.
Records clearly show that fake and fudged ITI certificates have been relied upon while engaging these workers. A number of candidates have been engaged on the certificates issued by shopkeepers. Naresh Kumar Sharma has been engaged on time-bound basis over the experience certificate issued by Vijay electronics. Similar is the case of Yash Paul Singh and Bharat Bhushan.
Not only this, several other candidates who have been shown as engaged on the basis of certificates issued by ITIs, according to sources have managed these certificates without actually undergoing requisite training. They stressed that an inquiry would help in unveiling the wrongs done by the officials of PHE division samba while engaging these workers on time bound basis.
Official sources said that PHE division Samba has violated the standing government instructions of not engaging time-bound workers till the time those engaged years ago are not regularised. They added that government should order an impartial probe into the alleged wrong doings of officials of PHE sub-division Samba at the earliest. Official sources said that a probe would unveil the level of corruption, loot and plunder going on in PHE division samba.
