Omar challenges Delhi, says J&K not its internal problem | Nehru, Indira & Abdullahs | | Rustam JAMMU, July 12: It is an open revolt against India and nothing else. How else should one interpret July 11 Chief Minister Omar Abdullah's Srinagar statement made on the occasion of 12th death anniversary of his grandmother Begum Sheikh Abdullah at her mausoleum at Hazratbal? Addressing party workers at the mausoleum, he said Kashmir is not an internal problem of India but a political issue between India and Pakistan. "It (Kashmir) is not an internal issue of India. It is a political issue between two countries (India and Pakistan) and unless they sit up and talk to each other to solve it politically, it will continue to remain there," Omar said. He also said, "Jammu & Kashmir is not an issue of development and money. Kashmir is a political issue having both internal and external dimensions which needed to be addressed. Dialogue between India and Pakistan is the only way to solve issues between the two countries. Time has come to make dialogue process result-oriented. If talks are held for the sake of talks then it is of no use. The beginning could be made by resolving 'small issues'. We are aware that the bigger issues cannot be settled in just a few meetings but smaller issues can be addressed like strengthening of cross-LoC trade by converting its barter status into normal trading pattern, allowing hassle free travel across LoC, construction of Tulbul navigation project and resolution of Sir-Creek". What Omar said while addressing party workers was self-explanatory and what he said could be construed as an open challenge to the Indian State? Sheikh Abdullah had started speaking against India immediately after he took over as Wazir-e-Azam in 1947. Things assumed alarming proportions in 1952-1953 and he was dismissed and arrested. He remained behind bars for years. He also adopted a threatening posture in 1976-1977 and the Congress withdrew support to his Government which was formed in February 1975 under the 1975 Indira Gandhi-Sheikh Abdullah Accord, saying he had become a "threat to national security". Sheikh had compromised his stand on Kashmir and autonomy for the sake of personal power and profit. Omar's father Farooq Abdullah, whose elevation to the office of Chief Minister was facilitated by Indira Gandhi after the death of Sheikh, also challenged New Delhi in 1983 and 1984. Indira Gandhi and Congress swung into action and his Government was dismissed. The State was brought under the Governor’s Rule. Indira Gandhi had described Farooq Abdullah as a great "security risk". She took no time in taking action against Farooq Abdullah. Omar Abdullah has been muddying the Indian waters in Kashmir ever since he got the office of Chief Minister by a quirk of history and creating for New Delhi problem after problem. He has violated the Constitution umpteen times. The State Governor knows it, but he has thought it undesirable to invoke Section 92 of the Jammu & Kashmir Constitution to bring the administration under his own control. He has even refused to take cognizance of the oft-repeated charge levelled by Panthers Party chairman Bhim Singh that the present NC-led coalition Government is "an anti-national" Government and it must be dismissed forthwith. It is extremely doubtful if the State Governor, who is Constitutional head and whose fundamental duty is to defend the Indian Constitution, will take cognizance of what the executive head (a Constitutional position) said yesterday. It is for the Congress, which has been sharing power with the NC, to play its role and act in the manner Jawaharlal Nehru and Indira Gandhi acted. It is true that both had committed blunders in the State, but it is also true that they acted when the situation so warranted. It cannot overlook the fact that Omar Abdullah is not just president of the National Conference but also Chief Minister who is leading the Government of which it is the most important constituent. In fact, the NC cannot rule the State even for a moment without the support of the Congress. Any failure on its part to act would automatically mean that it also shares the views of Omar Abdullah. What would be the result? The result would be that it will be wiped out in the State as and when elections to the Assembly take place. Besides, it would cause an irreparable damage to India. It's time to act and prove its nationalist credentials. |
