PYC fails to 'deliver' on Panchayat empowerment program
High Command sees 'legacy' of Rajiv Gandhi in danger in J&K

Jammu, July 13: Disappointed with Pradesh Congress Committee, party's Ministers and MPs' failure in getting late Rajiv Gandhi's dream and legacy implemented in the sensitive State of J&K, Congress High Command has now pinned hopes on its youth body PYC only to find that the latter is handling the serious issue in even more disastrous manner. The newly appointed PYC leaders, both president as well as vice president, who took up the task as commanding instructions from New Delhi have utterly failed to make beginning on much hyped Panchayat empowerment program intended to educate the masses as also to build pressure on the NC led Government to go Congress way in giving more powers to Panchayats.
Sources said the bankruptcy of knowledge and height of ignorance about the subject came to fore in front of none other than the all India incharge of Youth Congress Chetan Chouhan during his recent visit to Jammu when neither the PYC president Shahnawaz Hussain Chowdhary nor the vice president Pranav Shagotra could explain to him even the basic details related to J&K's Panchayati Raj Act and how was it different than rest of the country, reason why the party is strongly advocating for implementing 73rd and 74th Constitutional amendments in the State. Sources said the PYC leadership upon whom the responsibility has been entrusted to make common people aware about what Congress is strongly seeking lack knowledge about the subject and it was on this account they could not express the intricacies of the issue to youth Congress leader. They have now sought help of some outsider in drafting memorandum on the subject which would be distributed at various levels when they would take the programme in agitation mode at district and tehsil levels.
Sources also said lack of knowledge of simple facts bouts the two constitutional amendments by one of the senior functionary of PYC came in shock to everyone when he could not respond nor reply query from media with regard to subject, something which has embarrassed the organistion and taken serious note of in concerned quarters. The fiasco of the ambitiously organized political shows by the PYC president on empowerment of Panchayat progrmme in Poonch district and his own home town Surankote is also seen as punching blow to the party which had pegged high hopes on PYC for result oriented and meaningful success on these programs.
Party sources further said New Delhi, particularly Sonia Gandhi is more concerned and keen bout the issue she feels late Rajiv Gandhi's legacy is in danger in J&K State where he wanted to bloom and see proper implementation on ground level for betterment of masses. Disillusioned high command looks at PCC and leaders of J&K over this subject is totally defunct for their complete failure in building pressure on coalition partner NC but even as it has pegged hopes on PYC, the results are not heartening here as well. It seems inefficiency and incapability of PCC and leadership to push it through has now percolated down to PYC.
