VC Jammu University centralises working, assigns multiple jobs to 5 chosen ones | | | Syed Junaid Hashmi JAMMU, July 13: Vice-Chancellor of Jammu University Prof. Mohan Paul Singh Ishar has burdened five select officials with half of university's student related and academic work. Sources do not hesitate in saying that these five officials are the only trustworthy lieutenants of newly appointed Vice-Chancellor. These include Prof. Deshbandhu Gupta, Jai Kumar, Prof. Kulwant Singh, R.D. Sharma and Dr. Jasbir Singh. Though there is nothing to indicate that VC has done this intentionally or under pressure but university officials already have begun questioning the logic behind centralising varied student related and academic works around few individuals. Prof. Deshbandhu Gupta, who is essentially Dean of Commerce and Management Department, has not taken a single class of M.Com or MBA since his elevation as Director of Directorate of Distance Education. He has stopped going to his department owing to his busy schedule as Director of DDE which is an independent institution with more than 10, 000 students. Gupta also holds the charge of Director Colleges Development. This wing has more than 100 colleges under its control. As Director of Colleges, Deshbandhu Gupta has to remain on toes since the job involves keeping a close eye on the functioning of colleges affiliated with Jammu University. If this was not enough, Gupta is member of number of important enquiry committees of the University besides being one of the key persons in University syndicate. The syndicate meets twice a year and takes decisions significant for the smooth running of the university. Kashmir University has also chipped in with its job for Prof. Deshbandhu Gupta. They have made him member of selection committee which does the job of intervening candidates for various teaching positions. For this, Gupta has to travel to Srinagar as and when he is requisitioned by the officials of University of Kashmir. University officials are unable to see reason in burdening an academician with so many charges when there are officials available who can be entrusted with these responsibilities. Jai Kumar who is essentially Joint Registrar has been performing the duties of Officer on Special Duty (OSD) to VC. Prof. Kulwant Singh has been holding the dual charge of Law Department and Law School. He is Dean and Head of both the Law School and Law Department. University officials do not see any logic in one person holding two charges, one that of Law Department and other of Law School. Law school is essentially an undergraduate law teaching college where students are admitted immediately after they pass higher secondary examinations. On the contrary, Law department is for post-graduate courses and students essentially are admitted here after they pass out from the law school or other colleges. Singh is also part of several important committees of the University. Brother of Prof. Kulwant Singh, Dr. Jasbir Singh is Provost besides being Chairman of Campus Cultural Committee and National Social Service (NSS) programme. He is, thus holding three different charges. Extremely curious is the case of Dean Academic Affairs (DAA) R.D.Sharma who was recently appointed as OSD to high profile Board of Professional Entrance Examination (BOPEE). Through Government notification issued under Section SRO 208, Prof. Sharma was directed to work as Officer on Special Duty alongside the present Chairman Prof. Mushtaq Ahmad Peer till the expiry of his extended term. He would take over as Chairman on August 18, 2012. However, despite Government order, Sharma is yet to join BOPEE and is holding charge of Dean Academic Affairs. He was changed through an order issued to the press, which was later withdrawn for reasons best known to the University officials. VC could not be contacted for comments. |
