Circular good but will ‘leisure trips’ prove costly to district officers?
‘DC helping insurance agents’

JAMMU, July 16: Anguished over Deputy Commissioners and other district officers frequently going on leisure trips, State Government today directed officers at the district headquarters to abandon the practice without delay but will ‘leisure trips’ actually prove costly to district officers? 
The directions have come after Chief Minister’s grievance cell and Chief Secretary’s office received umbrage of complaints against Deputy Commissioners and other district sectorial officers that they leave district headquarter according to their own whims and fancies without caring about the inconvenience caused to public visiting the District Headquarters for redressal of their grievances.
Complainants included not only commoners but MPs, MLAs, MLCs, Panches and Sarpanches of all the regional and national political parties, said an official source. He added that Government took strong notice of the complaints and asked the General Administration Department (GAD) to verify a few of them. It carried out an exercise and found substance in most of them.
Subsequent to this, GAD issued a circular asking the district and sectoral officers to look into the inconvenience caused to public visiting district headquarters for redressal of their grievances. The circular further makes it mandatory for the officers to observe Monday and Thursday of every week as non-touring days so as to ensure that the grievances and problems of general public are addressed.
Prior to the issuing of this circular, Government had come to know that a particular Deputy Commissioner of erstwhile district Doda had been spending most of the time on field trips of little or no significance. It had been told that the manner in which the said Deputy Commissioner (DC) has been approaching every problem clearly signifies that he has political ambitions.
The reason stated was that the said district head prefers delivering long and lengthy speeches wherever he goes on field trip. He sublets the administrative work either to Additional District Development Commissioner (ADDC) or to the newly recruited KAS officers who are on probation. The said Deputy Commissioner (DC) ensures wide media publicity both at the local and the State level.
His kitchen meetings are also broadcasted on the local cable network for hours together. At times, local cable network runs the Deputy Commissioner’s show throughout the day. At the State level, Information Department ensures that every handout of that particular Deputy Commissioner is carried verbatim. Sources affirmed that instead of taking up the developmental projects on double shift basis, the said District Head is leaving no stone unturned to help one of his relative working with an insurance company.
Not only this, the said Deputy Commissioner (DC) despite vehement criticism managed to get his transfer order cancelled through his high-profile contacts. Even locals are baffled over the manner in which Cabinet decision got revoked with the interference of a close relative of this Deputy Commissioner. Locals do not hesitate in saying that a surprise visit to the District Headquarter would help the State Government in knowing the administrative capabilities of this officer.  
Similar is the story of another Deputy Commissioner (DC) from one of the districts in North Kashmir. If the sources are to be believed, he spends most of the time in the Civil Secretariat seeking a better placement somewhere in district Srinagar. An aspirant of becoming Director School Education, sources said that the said officer prefers touring villages over finishing the pending file work.
A tainted KAS officer, who has allegedly manipulated his Date of Birth and was removed from a particular district after he failed in maintaining law and order, has been handed over the same responsibility and that too in Kashmir valley. The said officer has sound political backing which ensures him choice postings.
Sources confirm that while this officer does not hold too many local Darbars, he also does not do much of administrative work. In the wake of these circumstances, it would be interesting to see whether this circular does some miracle.
