Farooq gets clean chit, whistle blower Goni's role under scanner

Jammu, July 17: Interim report of the in-house advisory committee of Jammu and Kashmir Cricket Association (JKCA) probing into the multi-crore scam money laundering scam has given clean chit to its president Dr. Farooq Abdullah while indicting his Advisor and the so-called whistle blower Mohammed Aslam Goni of being party to all the acts of omission and commission.
Dr. Farooq Abdullah is patron of National Conference and Union Minister for New and Renewable Energy. Goni apart from being Political Advisor to Dr. Abdullah is member of the finance committee of BCCI. The report has put the figure of misappropriated amount at Rs. 40.53 crore. In-house advisory committee has accused the then Chairman of the working committee Mohammed Aslam Goni along with the then treasurer Ahsan Mirza and the then secretary Saleem Khan of mischievously amending the resolutions which had been given by the office bearers to the banks for operation of the accounts of the association.
Not only this, the committee has held Goni responsible for misleading president of the Association Dr. Farooq Abdullah to get these amended resolutions signed while arguing that being a practicing advocate and having remained Advocate General of the State, he knew very well what the rules were and whether or not they were being violated. It has stated that Goni, Mirza and Khan were in full knowledge of the happenings in the accounts of the association.
They have held them responsible for deliberately concealing some bank accounts while arguing that these office bearers deliberately avoided the circulation of audited reports to the members of the working committee and avoided placing of accounts in the meeting of the working committee on June 23, 2011 for passing the same. Besides, accounts pertaining to 2009-10 and 2010-11 were only tabled in the general council but not passed.
Report has further said that finance sub-committee intriguingly took over the functions of working committee since 2009 and had been meeting regularly under the chairmanship of Mohammed Aslam Goni. According to the report, huge amounts have been found withdrawn as TA/DA bills by the members of this financial sub-committee. The probe report has expressed surprise over the non-detection of glaring lapses like short deposit of funds received from the BCCI by the treasurer and operation of bogus accounts by the members of the finance committee.
Taking note of this non-detection, the in-house advisory committee has concluded that there was deliberate avoidance of looking into such serious lapses by the chairman of the Finance Committee who incidentally is also a member of the Finance Committee of BCCI and has therefore, full knowledge of how much money is being released by BCCI to JKCA.
The committee has concluded that the three members i.e. Goni, Mirza and Khan who as per constitution of JKCA are caretakers of the JKCA and who operated JKCA accounts are solely responsible for the embezzlement and misappropriation of cricket money. The committee has pointed towards the involvement of some bank officials, alleging that they may have facilitated JKCA office bearers in mishandling finances in one way or the other.
They have drawn this conclusion from the fact that it would have been impossible to manage J&K Bank accounts to Zero balance at the end of the financial year and re-opening them at the start of next financial year. Besides, it would not have been possible to permit huge cash withdrawals during single days and creating loan accounts against CCRs.
The committee has concluded that Rs. 40.53 crore has been 'swindled by office bearers namely Goni, Ahsan and Saleem Khan'. It has stated that despite the court order and request made to IG Kashmir and Investigating Officer, important record like cash book and day book have not been made available to the probe committee. It needs to be mentioned here that Jammu and Kashmir Cricket Association (JKCA) president and Union Minister of New and Renewable Energy, Dr. Farooq Abdullah on April 12, 2012 constituted an in-house advisory committee to probe into the financial irregularities in the Association.
The committee included Arvinder Singh Micky, Ashwinder Koul, Sham Swaroop Kalsotra and Muhammad Ashraf Bhat. The constitution of committee was reported by Greater Kashmir newspaper in its edition dated April 13, 2012.
Confirming the development, treasurer of JKCA, Manzoor Wazir has said on that day that the four member panel will investigate the financial irregularities and would submit the report to the president within shortest possible time. The report was signed by the members on May 13, 2012. A copy of the report is available with early Times Newspaper.
