Omar rekindles hopes of settlement with employees?

JAMMU, July 22: State Chief Minister Omar Abdullah has again kindled hopes of an amicable settlement between the State Government and its workforce over the latter's demand for enhancement in the retirement age.
The Chief Minister reiterated recently that the Government had not closed its doors on its employees so far as the demand to increase the retirement age from the existing 58 years to 60 years was concerned. He also said negotiations and talks were still going on between the State Government and the leaders of the employees to reach an amicable settlement.
The Chief Minister, however, asserted that the State Government was looking for a via media to accommodate the demands of its employees and at the same time address the fears of thousands of unemployed youths who are of the opinion that any increase in the retirement age of the State Government employees would mar their chances of getting recruitment in any State Government department.
It is now for almost three years that the State Government and its employees are locked in discussions and deliberations over the ticklish issue of bringing the superannuation age of State Government employees at par with that of the Central Government employees. Sometimes the State Government holds paucity of financial resources responsible for not agreeing to this demand of the employees and sometimes the State Government says it is worried about the employment prospects of thousands of educated and unemployed youths across the length and breadth of the State.
The moot question is whether the employment chances of educated and unemployed youths would really be marred if the State Government agrees to the employees demand to enhance the retirement age to 60 years? A cursory look at the employment graph of the Central Government offices and even in case of States those have already increased the retirement age of their employees by bringing it at par with the Central Government employees shows employment and retirement might not be as intrinsically related as the State Government tends to project it.
If for example the State Government decides to increase the retirement age of its employees by two years today, the State would not have to pay any terminal benefits to its employees for at least the next two years.
Huge savings by way of interest on funds lodged and also non-depletion of resources already in the State Government's kitty could be utilized for creating more employment avenues for the unemployed educated youths of the State. The so-called moratorium on recruitments would in fact only help to increase the capacity of the State Government to generate more funds for the benefits of educated and unemployed youths.
There has always been something much more than what meets the eye when it comes to the fulfillment of demands raised by the State Government employees. Ministerial egos, ill-conceived and outdated perceptions about economics and planning and also at times the absolute lack of any practical knowledge on the subject have stopped the State Government in the past from granting to its employees what is to the best advantage of the employees and also the employers.
