| CM for effective transport policy | | Stresses creation of passenger welfare fund | | JAMMU | FEB 4 While chairing a high level meeting here convened to streamline the entire transport system and its effective monitoring, Chief Minister Jammu and Kashmir Ghulam Nabi Azad advised for creation of Passenger Welfare Fund which will include drivers also so that automatic and timely relief is provided to passengers and drivers who die in road accidents. He said this welfare fund should be akin in the same fashion as police welfare fund is existing. He said through this welfare fund adequate relief could be provided to the victims. Azad advised Transport Minister and other concerned authorities to work for creation of this fund from Ist March, 2007 and involve all commercial and passenger transport services for the purpose. Minister for Health and Medical Education Mr. Mangat Ram Sharma, Transport Minister Hakeem Mohammad Yaseen, Chief Secretary Mr. C. Phunsog, Director General of Police Mr. Gopal Sharma, Principal Secretary to Chief Minister Mr. Anil Goswami, Transport Commissioner, Divisional Commissioner Jammu and IGP Traffic attended the meeting. Chief Minister expressed his deep concern over recent Rajouri bus accident and advised the concerned authorities to effectively monitor the traffic system so that passenger buses are not allowed to carry overloading of passengers, which always proved fatal. Chief Minister said that the traffic laws which are in vogue are required to be implemented in letter and spirit. He said proper check should be conducted to see that no driver is allowed to drive the vehicle without proper license. He was informed in the meeting that passenger bus service drivers have been instructed to wear proper uniforms and exhibit their nameplates for proper identification. Mr. Azad advised Divisional Commissioner, IGP Traffic and RTO to visit various places which are prone to accidents for taking proper and effective measures so that such accidents are avoided. He also advised that a new policy keeping in view topography and geography of Jammu and Kashmir should be devised by Transport Department which will prove more beneficial for the people and commuters. He said proper traffic check points and proper stops should be identified and public should be properly informed about departure and arrival of buses. He said a proper monitoring system to maintain traffic flow and the speed of vehicles should be maintained.
