Quality police probes become scarce due to seniors' unwarranted interference

Jammu, July 24: For the dwindling quality of investigation by police at thana level, unwarranted and unjustified interference by seniors is held responsible.
"The quality investigation by police into criminal cases has become scarce and much less than is needed," a senior police officer said.
"That is why most of the cases fail in courts of law," he added.
The officer said it had been observed that unnecessary interference by senior police officers in the working of thanas did affect the investigations.
He said instructions were likely to be issued to DySPs, SPs and district SPs to desist from influencing the thana working, or action under law would be taken against them.
The officer said interference by seniors willingly, or unwillingly "leads to protection of criminals and promotion of crime". Giving an instance in this regard, he said a luxurious car, which had been stolen somewhere from Punjab and sold to a city businessman for peanuts, was seized by a PSI in a city area some time back.
The car was, however, released by the concerned police at the instance of a senior police officer, he added.
Had a probe been initiated into the case and the guilty held, this could have led to the "prevention" of a crime, he felt.
The officer said the need of the hour was to keep police "influence-free" at thana level and focus on identifying many challenges, which "police come across while probing cases."
The role of police in identifying biases and promoting attitudinal changes also needed to be discussed by the Government in consultation with Director General of J&K Police and others who matter.
Seriously concerned over the issue, the Poonch police took the lead when they held a one-day conference some time back to discuss the matter in detail.
The conference, held at Poonch DPL, was attended by Principal District and Sessions Judge Kishore Kumar, CJM Riaz-Ul-Haq Mirza, SSP Ashkoor Wani, prosecuting officers and all investigating officers of Poonch.
The participants desired for a closer coordination with civil society organisations. Their positive feedback had indicated a strong desire to go well beyond the conference itself with concrete endeavours.
The conference also discussed to promote men and women's authentic access to justice and their full participation in the justice system.
It was felt that since the road to "quality" investigation was long, tough and rocky, "such efforts often stay where they begin, isolated from those who could benefit from them."
The conference had touched various issues affecting the quality of investigation and briefed the participants about the steps needed to improve it.
The participants were also briefed about the police action required in case of non-cognizable complaints. They were asked "to improve response time in all the situations, requiring police action, and follow cases in courts so that criminals are booked."
It was felt that "administration of justice is the core issue which starts as soon as the complaint is received by police. SHOs and IOs were asked to adopt a practical and professional approach while investigating cases.
