PIL against non-functioning of GMC Attendants' Sarai | DB directs ComSecy Finance to release funds | | Early Times Report Jammu, July 25: (JNF):- In a Public Interest Litigation filed by Viklang Chhatra Trust regarding non-functional of Sarai for attendants of Patients of Govt Medical College Jammu, A Division Bench of J&K High Court Jammu Wing comprising Justice Virender Singh and Justice Mohammad Yaqoob Mir directed the Commissioner/Secretary Finance Dept to release one time financial aid in favour of Commissioner/Secretary Health & Medical Education, who shall initiate follow-up action forthwith strictly in terms of Memorandum of Understanding. Division Bench while directing Commissioner/Secretary Finance, observed that pursuant to order dated June 8, 2012, Registrar Judicial High Court Jammu Wing, who was appointed as Commissioner to visit "Attendants Sarai" has summarized in which he submitted that "Attendants Sarai" is operation for lodging. Sarai is not operational as far as providing of food is concerned. Though all the beds are not supplied by the GMC, but beds supplied are sufficient in number to cater the present needs and even for months if not years to come. In the report it was submitted that the Govt as per MOU with Red Cross Society has not release one time financial aid. Release of such aid would enable th Red Cross Society (Management Committee) to further furnish Sarai, provide food to the attendants, make arrangement of DG Set, Sanitation and other day to day needs particularly income is generated with the increase of attendants. It is also mentioned in the report Minor Civil Works/ repairs in the building are to be executed by Govt through concerned agencies. DB further said that copy of report submitted by Registrar Judicial has already been provided to Neeru Goswami Deputy AG, who had sought time to submit fresh status report and she submitted that the report of Registrar Judicial was provided to her on July 19, 2012 and the Commissioner/Secretary H&ME, intends to take-up the matter with the Finance Dept, so that requisite finance aid is released to Red Cross Society in terms of MOU. Sr. Adv Sunil Sethi with Adv Sumit Singh appearing for the PIL stated that matter is being delayed unnecessarily whereas MOU was reduced into writing between the state Govt and Red Cross Society, pursuant to the order dated May 3, 2012 passed by Division Bench. He submits that present case requires direction to the Commissioner/Secretary Finance Dept to release requisite financial aid at the earliest. Upon this Division Bench directed the Commissioner/Secretary Finance Dept to release one time financial aid in favour of Commissioner/Secretary H&ME who shall thereafter initiate follow-up action forthwith strictly in terms of MOU and directed Registry to list this PIL in the week commencing August 28, 2012. |
