Harsh flays RDD, alleges discriminatory treatment with Jammu | | | EARLY TIMES REPORT JAMMU, July 25: Jammu Kashmir National Panthers Party (JKNPP) MLA and its working chairman Harsh Dev Singh has strongly flayed the highly differential and discriminatory treatment doled out to Jammu region by the Rural Development Department (RDD) in the matter of development of model villages in the state under State Sector. Singh pointed out that coalition government in 2009 embarked upon a new scheme of infrastructure development of certain villages in the state at a cost of Rs 3.50 crore for each village and to develop the said villages as Model villages to be equipped with all basic amenities. He said that the task of identification and development of the Model villages was taken up by RDD which was expected to identify the villages on a rational basis with due regard to the aspirations of all regions of the state. Singh lamented the highly unjust, capricious and prejudicial treatment given to Jammu region in the matter as the Rural Dev Deptt. has taken up 14 such Model villages in Kashmir region and merely two villages in Jammu region under the state sector funds meant for the purpose. He said that the issue, despite vigorous protests and objections has not been addressed by the RDD which is coming out with lame excuses that Jammu region is getting funds under Border Area Development Programme (BADP). Strongly criticizing the RDD for its highly biased and parochial approach, Harsh Dev Singh sought equitable share of funds meant for Model villages under the state sector for Jammu region villages. Expressing further concern over the functioning of Rural Dev Deptt., Harsh Dev Singh said that progress of various schemes in the Deptt. had been adversely affected due to acute shortage of staff including VLWs, Panchayat Inspectors and engineers. He deplored the inordinate delay in finalizing of seniority lists of various categories of employees and failure to conduct DPCs which had greatly dampened the morals of the various categories of employees.
