Jagti allotment reeks of partiality, skewed facts | | | Early Times Report Jammu, July 26: Resentment and feeling of un-fairness is quite palpable among Kashmiri Pandits whose name have not come in the list of 549 persons to whom two-room tenement at Jagti township was made by Relief and Rehabilitation Commissioner Ravinder Pandita. Complains of nepotism, partiality and skewed fact have cropped up and it's putting question mark over rationality and fairness of the allotment. The township was build under Prime Minister’s Reconstruction Programme for J&K and rehabilitation and return of KPs constitute an important aspect of this programme. The fact that the plan was devised by not less than the Prime Minister himself , the allotment should have been in manner leaving not even a iota of trace of impartiality. This where the State Government has faulted in general and person at the helm of the affairs in particular has faulted. Fault and nepotism has become symptomatic of this Government and this becomes more profound in the manner in which the allotment was made. The allotment raises many questions. More than half of the allotment has been made to the migrants with meager income. This clause raises huge question mark. Who is to decide who has meager income and what is the standard of the meager income. According to Planning Commission's own observation a person can fend himself with about Rs 70 per day. Is that the criteria that a family with monthly income of Rs 2100 qualifies in the grade of 'meager income'. By a rational understanding a person earning not more then minimum wages set by the Government would earn more than Rs 2100. This very clause shows that it was deliberately inserted so that officials can use their discretion and make allotment to only those who could grease their palms- and their shortage of it as living in decent accommodation is the most prized asset of any human and for which he can go to any extent. This has been exploited to the hit by the officials. No where a clause objections if any can be filed with the office in three-clause once an allotment in fair manner is made. It shows that officials were also in knowledge of the thing that there would be protests and to care of them this well calculated clause was inserted. It establishes the fact the entire process was hunky-dowry from the very beginning. It has undermined not only the office of the Prime Minister but has also put question over the judicious use of money taken by State ex-chequer. The Government especially Relief Minister, who if could spare some time from inauguration and posing with JCB machines for pictures, steps in to set the record straight and pull the ears of the erring Relief Commissioner so that crores of rupees spend on this tenement are used in judicious and fair manner. |
