Exercise on partial withdrawal of AFSPA to be reviewed | | | Early Times Report Jammu, July 27 : Will the controversial AFSPA be lifted from four to five districts in Jammu and Kashmir soon after the end of the ongoing Amarnath pilgrimage ? This question has assumed interest after reports surfaced that the Ministry of Defence and the top Army functionaries, including the Army Chief,were reviewing the demand of Chief Minister, Omar Abdullah,who has been a vocal supporter of partial withdrawal of AFSPA. While one report said that the Act may be lifted from Srinagar ,Budgam, Jammu, Kathua and Samba,which have not witnessed any major militancy related activities during the last two years after the end of the Yatra(last day of the pilgrimage being August 2),another report said that AFSPA may be withdrawn towards the end of the next month which could be construed as Id-ul-Fitr gift to people of the state. Official sources said that the demand for the withdrawal of the AFSPA may be reviewed soon after the Defence Minister, A. K. Antony, returned to New D elhi from the ensuing brief visit to Kashmir. Sources said that senior Army functionaries have suggested to the Defence Ministry that in case the centre decided to concede Omar Abdullah's demand for withdrawal of AFSPA from some nonsensitive districts it could be done somewhere in November after the end of the tourist traffic to Kashmir. According to these sources,Omar Abdullah has conveyed to the centre his deep concern over delay in lifting of AFSPA from four districts on the plea that the militancy related incidents in Srinagar, Jammu, Budgam, Samba and Kathua districts had touched zero level and the rate of infiltration declined by over 70 per cent. Sources said that after his upcoming visit toKashmir the Defence Minister may prepare a report on the partial withdrawal of AFSPA which would be submitted to the CCS for clearance. |
