Rise of extremist fundamentalism in J&K worrisome, says Home Ministry report | 'HM, LeT terrorists making desperate attempts to cross over' | | Syed Junaid Hashmi jammu, July 28: Union Home Ministry has expressed serious concern over the rise of extremist fundamentalism in Jammu and Kashmir. The Ministry has stated that fundamentalists have been able to penetrate deep into the State of Jammu and Kashmir with their venomous agenda. They have young fertile brains on their rolls who are being mentally prepared to propagate fundamentalist literature among commoners and ensure that Sufi cult is abandoned for all times to come. These revelations have been made by Union Home Ministry in a report on situation in Jammu and Kashmir, copy of which is with Early Times Newspaper. Report has criticized Intelligence agencies for being unable to keep continued track of this growing fundamentalism. It has stated that modern means of communication have aided in the spread of fundamentalism and complicated the monitoring work. It has added that till the time, modern means of communication were not available; it was easy to keep tab on the extremist element much more easily than now. Report has called for focused efforts on increasing the human intelligence to highest possible level. Human intelligence coupled with advanced technological know-how is the only way of keeping the extremist ideologies under check, the report has said. Intelligence agencies are focusing on this and are trying to strengthen their organizations both in numbers, training as well as in tactics and doctrines, the report claims. Union Home Ministry has further said that it has credible evidence and specific Intelligence inputs about terrorist from Hizbul Mujahideen and dreaded Lashkar-e-Toiba outfits making attempts to cross over from across the Line of Control (LoC). They have been carrying out recess to cross over and making forays also. Their number is significant and if they manage to cross over, situation is likely to deteriorate. Inter-Services Intelligence (ISI) of Pakistan continues to support and train terrorists in camps in Pakistani-occupied Kashmir (PoK) to create trouble in Jammu and Kashmir. Ministry has outlined the need to check recruitment of local youth in terror outfits operating across various districts of Jammu and Kashmir. It has expressed concern over recruitment of youngsters in Hizbul Mujahideen and dreaded Lashkar-e-Toiba militant outfits. It has over-emphasized the need for keeping a check on recruitment of local youth in militancy. Explaining about Jehadi terrorism and other terrorisms, the Union Home Ministry has said that Jihadi terrorism and other terrorisms are not distinct because they are related. It has explained that one is the terrorism inspired by people whose controls are in Pakistan. They are coming from across the border, being sent from across the border or motivated from across the border, trained and sent from across the border. The Ministry has reiterated that there are those whose controls are in Pakistan and they carry out some strikes. It has pointed towards the fact that there are also indications of local groups which have emerged, and have managed to neutralise many groups. Then, the report has dealt with propagation of extremist ideology. It has said that extremist ideology which is being propagated has to be addressed. Ministry has asked State Government to make people of Jammu and Kashmir understand negative consequences of terrorism and initiate more developmental measures to bring back people who are misled into mainstream. It has further asked the State Government to make efforts to boost tourism in the State by taking up more development projects and industries in the State giving it a developmental orientation. On the other side of it, the Ministry has noted that situation in Jammu and Kashmir has improved immeasurably both in terms of number of accidents and casualties as also the number of important terrorists who have been either arrested or neutralised. It has added that infiltration has also come down substantially by all accounts yet there is need to keep track of events on the other side of Line of Control. It has asked the Jammu and Kashmir Government not to be complacent with the situation which has improved in recent period in terms of the number of accidents and the number of casualties. It has further asked it to keep vigil on the terrorist infrastructure functioning in "troubled neighbourhood." |
