JK Bank counter in offing at DC office, Cabinet to take call on new treasury | Single Window System gets huge response | | SUMIT SHARMA Jammu, July 29: To spare the avoidable harassment to people who had to shuttle to and fro between Deputy Commissioner Office and Jammu Municipal Corporation complex, Town Hall Jammu to deposit and get the receipt of revenue related fees , government is all set to provide facility of opening of new branch of Jammu and Kashmir bank in DC office, Jammu. However, the opening of new treasury in the DC office is yet to be cleared by Cabinet. The information of new installations was received, in reply to RTI application filed by RTI activist Raman Sharma to Jammu and Kashmir Finance Department. Raman Sharma filed RTI to Finance Department seeking details of communiqué from DC office Jammu related to proposal of opening of new treasury in DC office complex .However, in reply vide Finance Department's letter No FD/RTI/51/2012, Commissioner/Secretary Finance Department stated that opening of JK bank counter is being considered by bank authorities as per their norms. Under the new WMA System through RBI, the Jammu and Kashmir bank has to collect all revenue/other receipts and credit the same to the government account on daily basis, he added. However, there is no feasibility for the purpose of new treasury in DC Jammu office as the decision has to be taken by the cabinet. Pertinently, the demand of opening of an extension counter of Jammu and Kashmir Bank or a new treasury in the complex erupted following complaints of time consuming and cumbersome procedure of depositing of revenue related fees started pouring in DC office as Single Window got encouraging response. Reportedly 9307 requests for various services namely dependent certificates, copy of Zamabandi, Farad, arms license renewal, marriage registration, Nishan Dihi, PRC etc were received through Single Window System. If the records in possession of ET are to be believed a whopping 43091 service requests have been accepted and monitored through the Single Window Clearance System (SWCS) since its inception at Deputy Commissioner Jammu i.e. June 12, 2012. Worthwhile to mention here that the Single Window Clearance System (SWCS) was introduced in December 2010 by DC Jammu Sanjeev Kumar Verma to the enactment of Public Services Guarantee Act (PSGA) 2011, to streamline the delivery of public services, fixing accountability on the individuals at each level, providing better services to the citizens, to eliminate un-necessary delays and reduce corruption in lower levels of administration. It needs a mention that Verma earlier during his tenure as DC Kathua initiated Single Window Clearance System (SWCS) in Kathua, sadly enough to say here that same got shut down after his transfer to Jammu. Initially, the Single Window System was established at a temporary location and subsequently, after obtaining additional funds to the tune of Rs 12 lakh from the CM Omar Abdullah the SWS was made operational which proved beneficial for the common masses. The SWS is a check as no application was received without verification of documents and photograph captured of the applicant while processing the application. Presently, two web based software systems have been designed, developed and implemented in the DC office Jammu by the National Information Centre, district centre Jammu headed by Sanjay Gupta DIO for monitoring and supporting the various services.
