NC-Congress coalition-Government of extensions

srinagar, July 31: By re-appointing as many as 165 retired officials in last three and a half years, the National Conference -Congress coalition government in Jammu and Kashmir can excusably be called as "Government of extensions".
And as such by floating all rules and regulations, this government has not only institutionalized corruption but has also dented the image of some of the reputed institutions.
In March this year, the Government admitted on the Floor of the House during budget session that it had re-employed 149 officials in last three years, since then many more retired officials have been either re-appointed or granted extension of tenure in clear violation of the norms.
However, re-appointment of two blue eyed retiring officials in what can be termed in bizarre manner has surprised many. There is a big question mark against the second consecutive extension to the Chairman Board of Professional Entrance Examinations (BOPEE) Mushtaq Ahmad Peer even after the appointment of Prof R.D. Sharma, Dean, Academic Affairs, University of Jammu, as next Chairman. The decision was still under severe criticism that the government granted second extension to a Jammu based incumbent as Secretary Board Of School Education (BOSE) even after panel was submitted to the government by Search Committee.
Pertinently Peer's tenure ended on March 17,2011, then he was granted an extension of 1 year. After his term expired on March 17, 2012; the same individual was given another extension of three months and then he was given third extension of two months in phased manner but in bizarre manner as on the same day Professor R D Sharma was appointed as next chairman BOPEE.
However, in the latest instant, the said Jammu based incumbent was given second extension for sixty days even after the Search Committee constituted by the government has submitted panel of three in-service officials for the post.
It may be recalled here that first extension was granted to this individual on the pretext of government not being able to find an appropriate choice. Now when the panel was submitted what other than the political consideration can be cited as reason for his second extension.
It is anybody's guess that these officials, have been showered with the benefit purely on the consideration of political favouritism. Most of the officials whom extension has been granted, are close to power corridors.
As many as 12 retired officials are enjoying the privileges with Ministers as their Public Relations Officers, Officer on Special Duty and Consultants and it is given to understand that they are indispensable and the government cannot work in their absence. Such steps are fraught with dangers and they might be serving the interests of a few families but at the larger level they have the potential of spreading disillusionment not only among the educated unemployed youth but also within the rank and file of the administration.
