| All is not well with MGNREGA in Doda | | | Early Times Report
DODA, Aug 3 : Having set an example to the whole state of bringing transparency and accountability in schemes under the MGNREGA, Doda district Rural Development Department is fast finding itself loosing all grounds in this count. Not only social audits but also other instruments for ensuring transparency are a thing of past but there has been little effort by it in prosecuting those whom it had found responsible for financial irregularities in NREGA.In what was the first of it kind effort in the state in October 2011, social audit was carried out in Doda district . About 1,500 persons carried out audits of all schemes under NREGA in 282 panchayats in the Doda district according to reliable sources and detected anomalies amounting to crores of rupees but since then little action seems to have been taken against the guilty. Sources further informed that certain work orders were allegedly issued in the name of officials of the concerned districts and government employees are also having job cards in their pockets .Assistant Engineer (AE) and Junior Engineer (JE) of Doda district in RDD are also involved in irregularities in the execution of works under Mahatama Gandhi National Rural Employment Guarantee Act (MGNREGA) according to local villagers . In many RDD blocks of Doda district some feet of earth work was not excavated in 2011 , but payment was made for the work and there is irregularities in deepening of water tank at various RDD blocks too. Sources within the department said engineers had made excess payment in this case too in year 2009 to 2011 in Bhagwah ,Thathri ,Gath ,Marmath ,Gundana ,Bhalessa and Bhaderwah . Sources also found poor implementation of the scheme on various MGNREGA road also. The width of the road constructed under the scheme was less compared to the estimates approved by the government in Doda district RDD blocks and machine was used to dig earth. The reliable sources said the tank dug up in various blocks was also of poor quality. The roads had substandard metals and at different points the road had caved in within weeks of construction. People of the Doda district while talking to this media person said strong action should be taken against the engineers , VLWs ,BDOs and all of them should be chargesheeted.There also allegations of embezzlement of funds of IAY ,TSS and Mahatma Gandhi National Rural Employment Guarantee Act (MGN REGA) scheme in Doda district . One officer associated with RDD in Doda district told in the condition of anonymity "Though the achievements of MNREGA have been impressive, there have been issues with regard to its implementation that need to be recognized and addressed meaningfully.. .There has been public concern over misappropriation of funds and resources in MNREGA, he added . There has been negative employment generation in some areas of district in 2009 -10 under the Mahatma Gandhi National Rural Employment Guarantee Act (MGN REGA).
Not only this in Doda district Rural development blocks there are also delay in payments of wages under the rural job scheme .They get payments after three or four months instead of within 15 days, sources said and added that panchayats had no role in implementing the scheme as RDD employees included BDOs ,VLWs and JEs run it with their will . There is need of CBI inquiry in whole Doda district blocks demanded local poor people of various villages . |
