Omar's friend goes to Finance, AFSPA likely to take backseat

JAMMU, Aug 3: Shifting of P.Chidambaram from the Union Home Ministry to Finance Ministry is likely to delay Chief Minister, Omar Abdullah's ardent desire to see AFSPA revoked from Jammu and Kashmir. During last two years, Omar Abdullah has consistently supported demand for withdrawal of AFSPA, made by Muftis and other separatist leaders, and till date centre has not conceded demand because of lack of clearance from top Army functionaries. And interestingly, Omar's demand for partial withdrawal of AFSPA had received full support from Chidambaram till the time he headed the Home Ministry till Tuesday evening. At one stage, Chidambaram had conveyed to Omar that he would be submitting his recommendations, favouring partial lifting of the AFSPA, to CCS for final approval.
However, Omar's demand for AFSPA withdrawal could not be conceded because of the opposition from the Ministry of Defence which based its opinion on the reports from field commanders. Reports said that the field commanders referred to attempts being made to push up infiltration of militants from across the LoC and the IB and the plan of regrouping of militants who were trying to recruit local youths in their outfits which had warranted upgrading the security grid by retaining the AFSPA. Sushil Kumar Shinde, who has taken over as union Home Minister is yet to examine Omar's demand because he will have to focus his attention on establishment of NCTC, which could not take shape during Chidambaram's tenure. If anything that is going to help Omar Abdullah is that he may get additional financial support from the centre with his friend Chidambaram heading the Finance Ministry.
