Families indecisive about future of their returnee sons, close kins | Militants returns from Pakistan, POK | | Asif Iqbal Naik KISHTWAR, Aug 3: As Omar Abdullah’s rehabilitation policy regarding return safe return of Jammu and Kashmir based militants presently living in various militant camps in Pakistan Occupied Kashmir (POK) or in other parts of the Pakistan has now become a bone of contention among the agencies involved. According to one 70 year old father who doesn’t want to mention his name, his son crossed over to Pakistan Occupied Kashmir (POK) in early 90’s and he is desperate for return of his son before he dies. He maintained that other son does not want his brother to return home since he enjoys over his share of property. “My Sons are creating problem in the safe return of my son presently in POK, since they feared division in property which is under their control,” He said that as and when he tried to approach the police, their family members did not allow him. He said that he is helpless since he cannot approach police for his return. He said that his children’s informed him that there are few cases registered against him at local police station and said that his son did not fall in the category of Rehabilitation. The uncle of another militant who is in Pakistan/POK when asked about the steps taken by them about his return said that he is happy in Pakistan and did not want to come. “He has married a Pakistani girl and has children. He doesn’t want to come, so we respect his decision,” said uncle of the militant who is presently in Pakistan. After verifying the reports, it comes to the forefront that the said militant is the only son of his father who died few years ago and his property worth several lakhs of rupees is being enjoyed by his uncle and his family. In another case, when a brother of a militant was asked about the return of his brother presently in POK under rehabilitation police of state government, he expresses the similar views. He said that his father has disowned him (Brother presently in POK) soon he left the home and cross over the other side of the border. There are many examples where the family members in one way or other way did not want the return of those family members who are in Pakistan or POK after they left the home during insurgency in early 90’s. As per the reports and data available with us, thousands of youths from different parts of Jammu and Kashmir crossover to POK for arms training in early 90’s and did not return back since then. It was only some two years back when Chief Minister Omar Abdullah in consultation with Union Government announced rehabilitation policy for Kashmiri militants presently camping in Pakistan. Soon after Omar Abdullah announced the return policy, several family members applied for the return of their children’s, but the number is far less than the total number of youths presently living on other side of boarder that too in miserable condition after Pakistani government as well as various militant groups who lured them for arms training abandon them. Among the many youths which is about 200-300 in number who manage to take the benefits of Omar Abdullah’s rehabilitation policy are presently fighting for its survival since they find their names misplaced from voter list, ration cards and even from property documents. The reports said that time will soon come when the property disputes between the Pakistani returnee and their family members will come to the forefront that too with ugly scenes. Meanwhile senior police officer in Jammu and Kashmir police said that as per government rehabilitation policy, police headquarter constitutes police station wise teams to keep check on activities of Pakistani returnees, beside helping them by arranging ITI training or skilled jobs training for them so that they did not return back to militancy, but said that there is no direction from the government to help these Pakistani returnees in solving their property disputes if any. As per the details available with “Early Times”, there are 32 Kishtwari youths presently in Pakistan and among these family members of 13 youths applied under rehabilitation police and till date only one such person namely Mohammad Hussain @Abrar son of Ghulam Nabi Mattoo resident of Passarkot Chatroo return home along with his Pakistani wife and two children’s, while another youth Waris son Abdul Rashid sheikh was arrested by Jammu police from railway station Jammu in the year 2010 and is presently on bail on court order.
