Deadline fails: caught in controversy between two Ministries…?
No change in colours at Traffic signals, inauguration likely today

Jammu, Aug 3: Deadlines are declared to be observed in breach in Jammu. This proved once again with the much awaited electric traffic signals in the winter capital of the State which were stated by the traffic authorities to get operational from today. The delay, happily so, is for just one day as the signals that remained static and flickering at Yellow would change the colours tomorrow evening with formal inauguration. The interesting part, however, remains that the deadline, no matter for one day got a beating on account of controversy between the two Ministries.
Sources said that almost everything was finalized and all preparations in place for getting through the signals today, with the Traffic Department in the 'steering' seat of the regulating process. But the things as usual got mired in the controversy as to which department and which Ministry would inaugurate the signals, a step which would herald a fresh beginning in regulating messed up traffic in the winter capital.
Sources said since there are more than two Ministries and more departments involved in this much ambitious project , the strings of 'tension' on account of formal inauguration remained between Transport Ministry and Urban Development Ministry. While Transport Ministry which has put in its bit in terms of contribution viz-a-viz installation and other aspects wanted this to happen through its Minister Qamar Ali Akhoon. However, JMC, which too has played an instrumental role in getting this project finally installed on roads were in for its inauguration by the concerned Minister , who apart from being the Urban Affairs Minister belongs to Jammu, and therefore a genuine 'aspiration.
While commuters and drivers waited with keen interest throughout the day for lights to change colours at the installed signals across the city, little knowing its inauguration was entangled in trivial matter, the yellow colour remained static at most of the signals and even went off at many crossings, much to the disappointment of people. However, the 'issue' has apparently been settled now. According to sources, it is the Urban Affairs Ministry which, perhaps deservingly so has managed to get the 'ball' in its court officially. The traffic signals, sources said would be inaugurated by the Deputy Chief Minister Tara Chand tomorrow evening at Vikram Chowk.
However, in the first phase, only 10 Electric Traffic Signal Lights will be operational in the city. As for other junctions at around 30 crossings, these would be followed on trial basis till the traffic gets regulated and used to following the signals, particularly at such places which witness heavy flow of traffic throughout the day. It , however, remains to be seen whether the signals 'change colours' actually at the earmarked points across the city with complete success.
