Jammu Sarpanches, Panches seek empowerment: threaten en-mass resignation | | | Early Times Report JAMMU, Aug 4: Coming down heavily against the state government for its failure to implement the 73rd Amendment to the Indian Constitution in the state, Sarpanches and Panches of Jammu under the banner of MahaPanchayat today threatened en-mass resignation in protest against the state government's inability to complete three-tier system of the Panchayati Raj institutions. They sought constitution of Block Development Councils (BDCs) alongwith District Development and Planning Boards. Addressing a Press conference at Press club here today, General Secretary of the Maha Panchayat Subhash Sharma alongwith Sarpanches which included Capt. Rajdev Singh, Kasturi Lal and Dev Raj Singh said that constitution of BDCs was the second phase of the three-tier system while the election to four seats of MLCs through elected representatives of the Panchayats was the fourth phase. They demanded constitution of Adalat committees. They said that Sarpanches and Panches are unable to use executive powers efficiently. "Technically the Panchayats are defunct because of the lack of powers due to the stay. If we approach any government department in view of the powers given to us under the two circulars, the officials tell us that they are not accountable to us since the circulars have been stayed," they said. They added that Panches and Sarpanches are deliberately being pushed towards a difficult situation. "We are being forced to resign en-mass by the government. We have no option but to resign as defunct Panchayats are not going to serve any purpose," said the Sarpanches of MahaPanchayat. They stressed that government is pushing them to a situation wherein they would be forced to stage Dharna outside Jantar Mantar at New Delhi and resign en-mass. They have requested the Chief Minister Omar Abdullah and Governor N.N.Vohra to issue directions for genuine empowerment of Panchayats. They blamed the government "for creating confusion among common masses by raising a bogey of false slogans on empowerment of the Panchayats" questioned the "cryptic silence" of the MLAs and MLCs on empowering the rural local bodies. "The members of the legislative assembly and the legislative council have maintained silence on the issue. We appeal them to clear their position on empowerment of Sarpanches and Panches who are the real representatives of the people at the grassroots level," they said. They alleged the government had rendered the Panchayati Raj institutions defunct by denying Sarpanches and Panches their constitutional powers. "Over a year has lapsed since but the cabinet ministers and bureaucrats have resorted to false statements only," he added. He pointed out the MLAs with sincere and honest approach could force the government to bring a special ordinance for the implementation of the 73rd Amendment. |
