SVO fails to make impact inspite of its chief | | | Early Times Report srinagar, Aug 4: The State Vigilance Organization (SVO) is again in news. This time for booking a DFO, two range officers and a couple of others for looting the exchequer, but whatever the SVO has been doing for the last two years despite being headed by one of State's most honest, upright and God fearing officers, the organization has pathetically failed in making an impact either on corruption or on the minds of those who join Government services simply to make hay while the sun shines. Ever since the SVO was created it has been seen and perceived by the general public as the bulldog of the political masters in power who from time to time have conveniently let it loose on officers or even class IVth employees not liked by the political party in power. Public memory might be short-lived, but it is not so bad. We clearly remember how shabbily a Chief Secretary level bureaucrat was treated by the SVO sleuths because the then political masters did not like him. What finally happened to the chargesheet which revolved round purchase of school matting is yet to be made public although the career of the concerned officer came to an abrupt end then and there. The silver lining to the otherwise completely disappointing SVO scenario in the State is not only that its head is honest, upright and God fearing. He also belongs to the State and therefore should be knowing that what once used to be an under the table dealing is now carried out over the table in full public glare. Nobody gives a damn while fleecing the common man in Jammu and Kashmir for each and everything that needs Government intervention. A ration card, a State Subject Certificate, the disposal of a genuine file at any Government office, all these otherwise routine jobs need a little grease for the palms of those who have to spend a few minutes to dispose off these files. Chief Minister Omar Abdullah would perhaps know that nothing moves in Government offices unless it has wheels of money. The SVO booking an odd DFO, a couple of range officers, a Patwari here and there and an PDD lineman would not make any difference. In fact such sporadic and 'routine' actions have emboldened those who have built palaces even when their salaries and other perks do not justify even a mud hutment. A senior officer who draws a handsome salary say in the commissioner's scale in the IAS or the IPS (equivalent to an IGP) should be able to live reasonably well. But, when such an officer attends the meetings with the CM wearing designer shoes, branded jackets and million rupees wrist watches, holding a cell phone worth around a lakh of rupees in his hand, the CM should normally get alerted. If he doesn't, the system would continue to rejoice over the booking of Patwaris and linemen by the SVO. |
