3 HODs, 2 Principals wrote against Dr Anniece’s behaviour yet Mantri appointed him acting Principal GMC | | | Early Times Report Jammu, Aug 4: Three HODs and two Principals of Government Medical College Hospital (GMCH) Jammu, all of known integrity wrote to the State Government about alleged wrong doings of acting Principal Dr. Anniece Chowdhary yet Medical Education Minister issued his appointment order. Sources said that the appointment has been made unilaterally by Medical Education Minister R.S. Chib for the reasons better known to him. Three HODs of ENT namely Dr. Jyoti Prakash Gupta, Dr. Gajan Singh and Dr. P.K. Hak alongwith two Principals Dr. Kasturi Lal and Dr. Heera Lal Goswami have written repeatedly to the authorities at the helm of affairs about the wrong doings of Chowdhary but to no avail. Dr. Jyoti Prakash Gupta, the then HOD in his letter no. ENT/94/117 Dated 6-6-1994 has given reference to 14 letters written by him to the then Principal GMC, Jammu wherein he had accused Dr. Chowdhary of committing several shameful acts within the premises of GMCH Jammu. He had given detailed account of various acts of indiscipline committed by Dr. Chowdhary which included assault on Dr. Gajan Singh, the then Professor of ENT in the operation theatre on October 15, 1985. He had accused Chowdhary of misbehavior and unauthorized absence from duty. He had further referred to a letter of the then IGP (CID) Jammu in which he had informed the then Principal of GMCH about Chowdhary taking away Patients from the Hospital and attending his private clinic during the working hours. Dr. Kasturi Lal, the then Principal GMC Jammu vide his letter no. JMC/PA/94-95/219-20 Dated February 14, 1995 had asked Dr. Anniece Chowdhary to explain reasons for leaving the department after marking attendance in the register of department and without informing the HOD in this connection. He had asked Chowdhary, who was then an Assistant Professor, to explain reasons for remaining unauthorizedly absent from duty. He had accused Chowdhary of utter insincerity and irresponsibility towards the teaching of students and the patient care services. Dr. Gajan Singh, the then HOD ENT vide letter no. ENT/174/97 Dated 07-08-1997 had informed the then Principal GMCH that Chowdhary was a religious liar and that he was habitual of cooking up stories and remaining unauthorizedly absent from duty. Dr. P.K. Hak, the then HOD ENT had on 12-03-1997 informed the college authorities that Chowdhary had been extremely irregular in his duties. He had been attending the OPD for a short spell and was never seen in the hospital for the whole day, Hak has written. He had further stated that Chowdhary neither attends the duties during the emergency days nor during the non-emergency duties. He had accused Chowdhary of not attending the operation theater on the operation days. Another ex-Principal, Dr. Heera Lal Goswami, who, later, became a member of Jammu and Kashmir Public Service Commission (JKPSC), had written a letter to the then Commissioner/Secretary, Health and Medical Education vide letter no. JMC/ESTT/GD/PF/1857 Dated 03-03-2005 informing him that Chowdhary had created a volatile situation in the ENT department, which had been affecting not only patient care but also the morale of fellow colleagues. Sources said that a man who has more than 60 cases pending against him in the court of law is acting Principal of an institution and a Hospital which is being upgraded and would be brought at par with All India Institute of Medical Sciences (AIIMS). |
