'Rajiv's dream of empowering Panchayats incomplete in JK' | PYC demands implementation of 73rd, 74th amendments | | EARLY TIMES REPORT JAMMU, Aug 5: Vouching for legislative, infrastructural and procedural reforms in the Panchayati Raj Act-1989, Chetan Partap Singh, Secretary Indian Youth Congress, in-charge J&K affairs, while addressing a press-conference has lamented inadequacy of J&K Panchayati Raj Act in real upliftment and empowerment of Panchayats. While speaking on the occasion, Chetan said that Panchayati Raj was the brainchild of the visionary Prime Minister Rajiv Gandhi who had dreamt of bringing absolute transformation of grass root level rural people by involving them in the development and decision-making process. But it is a pity that the said Act has been reduced to a 'sham' in J&K. It seems that the legislators and powers-that cannot help devolving real powers upon the elected Panchayats. Section 45 (3) of the Act in place in J & K envisages nominated Chairmen of District Development Boards and section 4 (3) stipulates provision of nominated members in Panchayats thereby keeping the Panchayats subservient to bureaucratic sweet will. This apart Panchayati Adalats have been debarred of true powers. The provision of social audit through Gram Sabhas is also missing in J&K. The lacking provisions are very much in the 73rd amendment but the state government has decided not to implement in toto the provisions of 73rd amendment. Speaking on the occasion, PYC President Mohd Shahnawaz Choudhary, while serving seven-days' ultimatum to the government to empower Panchayats failing which the Youth Congress cadres may embark on 'harsh' and 'coercive' steps. He said that failure of institutions to deliver has also been a major cause behind turmoil in state. Addressing the gathering, PYC Vice President Pranav Shagotra described Panchayati Raj Act as one of the sweetest legacies of Rajiv Gandhi, however, in absence of its total implementation in the state the Panchayati Raj cannot deliver desired results. Youth Congress appealed for issuing of an ordinance in this regard and then presenting it in the state Assembly for further approval. |
