Privilege Committee of LA holds meeting
Committee directs officers to strictly honour protocol of legislators

SRINAGAR, Aug 6 : Chairman, Privilege Committee (PC) of Jammu and Kashmir Legislative Assembly Harshdev Singh called upon the government functionaries and officers of various government departments to strictly abide by the 'Warrant of Precedence' and to honour the protocol of legislators.
Chairing a meeting of PC in the Assembly complex today, Singh said that legislators occupy a very important place in the democratic system as accredited representatives of people.
He said that they have important functions to perform under the constitution and occasionally find it necessary to seek information from Ministers and Government departments in connection with their Parliamentary and allied public duties.
He said that in that backdrop it was essential for the PC to periodically monitor, strengthen and to evaluate the functioning of bureaucracy viz a viz its relationship with the legislature.
The Committee pointed out that certain privileges have been conferred upon the legislators under Sec 72 of the State Constitution and Article 194 of the constitutional guarantees to ensure effective discharge of duties by legislators.
The panel said that the 'Warrant of precedence' issued at the state and national level in pursuance of these constitutional guarantees and in consonance with the spirit of democracy placed a legislator above the state bureaucracy so as to enable the legislator to function independently as a true representative of the public.
He said that the objective of the privileges committee was to protect the right and privileges of legislators and to ensure strict compliance with the parliamentary practices and 'Warrant of Precedence' and to deal with all cases of violations thereof.
The panel observed that the guidelines issued by the Assembly Secretariat on the subject of 'Privileges of Legislators' were required to be observed in letter and spirit. Elaborating further, the Committee pointed out that the government servants should show courtesy and consideration to members of state legislature and to the public issues raised by them taking appropriate steps in respect thereof.
The panel said it should be the endeavour of every officer to help the member of state legislature to the extent possible in the discharge of their important functions under the constitution.
It called upon the government functionaries and officers of different departments to finalize the developmental plans in consultation with local MLAs and strictly honour the developmental related priorities of legislators.
