4 militants escape as Kishtwar police raises jurisdiction issues | Delhi HC blast accused's associate killed at Dachhan | | Asif Iqbal Naik kishtwar, Aug 6: Delhi High Court blast accused's associate, Amir Kamal alias Akram was killed in an encounter with the police and 10 RR at Dachhan today. Another associate Sajjad Hussain Mir alias Rizwan (Group commander) of Tachna Dachhan was apprehended alive after he (Sajjad ) escaped the police cordon along with four others including Shakir Hussain Sheikh alias Chota Hafiz, Raiz Ahmed and two unidentified militants. Acting on a tip off about the arrival of a group of 7 HM militants at Pinjrari Dachhan, Doda Police and 10 RR (Doda based) under the supervision of DG Ashok Prasad , ADG K Rajindra Kumar, IGP Jammu Dilbagh Singh and DIG Doda-Kishtwar Range Gareeb Dass launched a secret search operation in Pinjrari forest some 60 KM from District headquarters Kishtwar. The security forces succeeded in establishing contact with the militants at around 8 AM. After seeing the advance of the security forces, the militants hiding inside the Dhok open firing which was returned. Amir Kamal carrying a reward of Rs. 10 lakh from National Investigating Agency (NIA) for his role in September 7, 2011 blast outside Delhi High Court got killed along with his associate Mohammad Shafi Hajjam. Five of his associates managed to break the cordon and escaped from the spot. After escaping the cordon, the security forces chase the militants and manage to apprehend Sajjad Hussain Mir alias Rizwan near the encounter site. The reports said that after getting information about an encounter in Dachhan, Kishtwar police party from adjacent posts rushed to the spot and exchanged heated arguments with the men in action over jurisdiction. Reports said till the issue was resolved, five militants managed to escape. Amir Kamal alias Akram joined HM outfit in October 2008 soon after he was ill-treated by one police officer outside his home during 2008 communal clashes erupted in Kishtwar district in wake of Amarnath land row while Mohammad Shafi Hajam was active since July 2010. Kamal came into lime light last year when his name along with Shakir Hussain Sheikh alias Chota Hafiz and Junaid Akram Malik surfaced in last year September 7 blast outside Delhi High Court killing 16 people and injured to 80 others. Amir Kamal, Chota Hafiz and Junaid Akram Malik was allegedly supplied the explosive used in Delhi High Court blast. The reports said that the sources who manage the today's show informed the higher ups of Jammu and Kashmir police that he is not in a position to trust the Kishtwar police due to prevailing groupism within the organization which ultimately left the higher ups of Jammu and Kashmir police to keep Kishtwar police out of bound in today's operation. The reports said that the source blames the Kishtwar police for failing his operation on 14-2-2012 at Dachhan when Sajjad Ahmed Mir alias Rizwan was ready to surrender. Meanwhile, several intelligence agencies in wake of today's operation attached its officials posted in Dachhan area for its failure to collect the information about Doda police and 10 RR operations. As per the press note issued by the police, Amir was involved in 7 militancy related cases which include killing of Ct. Bashir Ahmed No. 541/KTR on 21-04-2010 at Marwah and kidnapping and subsequently killing of one Mohammad Ramzan son of Ab. Gani Khanday resident of Lidri Pinjrari Dachhan on 20-07-2010. Mohammad Shafi Hajam was also involved in various militancy related incidents including attacks on SFs, kidnapping and killing of SFs/Civilians. Moreover, arrested militant namely Sajad Ahmed Mir alias Rizwan son of Noor Hussain Mir resident of Tachna Dachhan had joined HM outfit in the year 2005. He was also involved in 12 militancy related incidents which includes killing, kidnapping and attacks on SFs/Civilians. Police registered the case under relevant sections of law at police station Dachhan and investigation has been taken up. The killing of said militants by Police and SFs in the area has a major success and a strong blow to militancy in Dachhan and Marwah areas. People of the area have hailed the action of Police and SFs and taken a sigh of relief. During the course of its investigation in Delhi High Court blast case, the NIA has already charged Amir Abbas Dev, Waseem Akram Malik and a minor Abid Hussain Bhawani for their alleged role in the bomb blast outside Delhi High Court. Dev is reported to be willing to turn approver and has sought the trial court's permission for it. The NIA had filed its chargesheet against six persons including three arrested accused - Waseem Akram Malik, Amir Abbas Dev and Abid Hussain Bhawani, besides three others - Amir Kamal, Junaid Akram Malik and Shakir Hussain Sheikh alias Chota Hafiz and are evading arrest before Amir was killed today. The agency in his chargesheet had said that September 7, 2011 terror attack at the Delhi High Court reception was plotted with an aim to get the death sentence of the December 2001 Parliament attack case convict Afzal Guru commuted to life term. The NIA, in its 1,062-page chargesheet, the entire terror attack was plotted between June and September 2011 at Kishtwar in Jammu and Kashmir by Wasim Akram Malik and other co-accused to "threaten the judiciary" and to get Guru's death sentence repealed. It said process of proclamation against three absconding accused has been initiated and a cash reward of Rs 10 lakh each has been announced for giving information about either of them. The chargesheet against the accused was filed under various sections of the Unlawful Activities (Prevention) Act and the Explosive Substances Act, besides those of the Indian Penal Code, dealing with murder, criminal conspiracy, waging war against the nation, attempt to murder, causing grievous hurt etc. About Waseem Akram Malik's role, it had said that he was a student of MBBS at Jalalabad Ragib-Rabeya Medical College and Hospital in Bangladesh and his younger brother and co-accused Junaid Akram Malik was an active member of Hizb-ul Mujahideen. The agency, in its chargesheet, said that Waseem had conducted a recce of Delhi High Court area and his target for the blast was gate number five. Regarding other accused, the NIA said on September 3, 2011, Waseem and other co-accused had met Amir Abbas Dev at Kishtwar and planned about the execution of the blast. Dev and Waseem are behind bars since their arrest by NIA for their alleged roles in the case.
