Two Congress Ministers to withdraw signatures
CSC report on Justice Sagheer WG recommendations on Autonomy

Jammu, Aug 6: In a significant development that can have adverse implications on already strained relations between the two ruling coalition partners, the two Congress Ministers who had signed up the report prepared by the Cabinet Sub Committee on Justice Sagheer Commission working group recommendations on Autonomy, are withdrawing their signatures off the document. The two senior Cabinet Ministers of the Congress have spoken to Finance Minister Abdul Rahim Rather, the NC leader who is also chairman of the Sub committee to convene the meeting as early as possible in order to enable them to register their 'opposition' to the contents of the report.
"The two Ministers including Taj Mohi-ud-Din and Raman Bhalla are revisiting the contents of the report.... they are seriously considering to make the amends and put their resistance to any such recommendation that favours granting of Autonomy to the State....", said a highly placed source in the party. It was 'erroneously or in sheer ignorance signed up by one of the two Ministers , he said adding that the reason for another Minister having committed such a blunder is not known. However, both the Ministers would now undo the wrong by formally withdrawing their signatures from the report prepared after thorough and long drawn discussions held so far by the Cabinet Sub Committee, source further added.
This has come after the party leadership is understood to have taken a serious notice of the development that two of its Ministers who are members in the sub committee have given their consent in favour of the report. The trouble for the two Congress Ministers has been aggravated from the fact that two other Ministers of the party have put their foot firmly down and declined to sign the document , something which has put a question mark on their 'intent' or lack of understanding of the implications it can have on the party, given its official stand on the issue of Autonomy.
The two Ministers are now learnt to have spoken to the chairman in this regard and asked for holding of the next meeting of the CSC. However, no confirmation has been given as yet on dates for another meeting. It is pertinent to mention that two other Congress Ministers who have refused to sign outrightly are Tourism Minister Nawang Rigzin Jora and Health Minister Sham Lal Sharma. Even though the signature of the two Congress Ministers is on the document , it cannot be deemed as final for there is still lack of complete consensus at present between the two parties over this crucial issue. In fact with the development of the two Ministers of Congress withdrawing signatures, the two alliance partners are vertically divided over the issue on account of which the future for now appears to be 'sealed' on the future of autonomy in the State, something which of ruling National Conference has been strongly advocating, as a means to settle political dimensions of the Kashmir issue.
The high level Cabinet Sub Committee was constituted in October 2010 with Finance Minister Abdul Rahim Rather, who is considered to be expert on the subject, as its Chairman. The panel has four Ministers each from NC and Congress as members who include Rural Development Minister Ali Mohammad Sagar, Minister for Industries SS Salathia, Minister for CAPD Qamar Ali Akhoon from National Conference whereas Minister for PHE Taj Mohi-ud-Din, Minister for Tourism Nawang Rigzin Jora, Minister for Revenue and Rehabilitation Raman Bhalla and Minister for Health Sham Lal Sharma are the members from the Congress.
The CSC was constituted to study Constitutional, legal and political ramifications of the recommendations of the Working Group which was headed by Justice Sagheer Ahmed to discuss the Centre-State relations, the voluminous report which is understood to have recommended what NC is largely asking under its political slogan of Autonomy.
It is on account of the hard fact that consensus has been eluding during the course of rigorous discussions held for last over two years that CSC has been seeking series of extensions before submitting its final report. The latest extension for six months was given to CSC in May this year. It is also pertinent to mention that soon after Justice Sahgheer Ahmed Working Group on Centre-State relations submitted its report two years back, the Centre sent the same to J&K Government and asked it to give its comments, opinions and views on the same within one year. However, consensus eludes and a unanimous view of both the parties looks unlikely in the wake of the developments seen from within the Congress party.
