Union HM's visit assumes significance in 'changed' security environment of J&K

Jammu, Aug 7: Union Home Minister Sushil Kumar Shinde's visit to J&K by this weekend assumes significance in more than one way. Apart from being his first visit in capacity of Home Minister to J&K, Shinde is coming at a time to state when security environment in Kashmir , of which he would be taking a review as major agenda , is witnessing some unsavory developments in terms of fillip in violence and resurgence of various outfits and operatives that remained dormant for some time in the past. While Shinde would expectedly review security scenario of the entire state in the forthcoming visit to J&K as a primary task in the official agenda, what comes as a major challenge for the visiting Home Minister to sensitive state is the development on the front of threatening letters received by employees of minority community in Kashmir who have been working there for over two years after jobs assigned to them under Prime Minister's employment package for Kashmiri Pandit migrants. Even as state government led by Chief minister Omar Abdullah has yet to come out with any statement with regard to such threatening letters from some terrorist outfits in parts of Valley, Shinde in capacity of Home minister during the visit to Kashmir is expected to take review of this development which assumes far serious and alarming significance in the security environment of the state. It goes without saying that KP employees who are putting up at various district headquarters and concentrated mainly in the district Budgam where a transit camp has been set up at Sheikhpora locality, have been feeling insecure and unsafe after this development of threatening letters from Jaish e Mohammad , a dreaded militant. Whether these letters are fake or real is something to be determined by the security agencies and Police, but the fact at present remains that it has created a wave of fear among the employees who were opted for the jobs and postings voluntarily after government assured them with measures to ensure their protection and security.It is in the backdrop of this development the Union Home Minister will have to take a serious review of the security grid in the state as also make some reassuring announcements that can restore confidence and a sense of security among the KP employees spread across the Valley. Union Home minister's visit to Kashmir at a time when various militant outfits have turned active and separatists too have lately adopted assertive strategy , assumes importance , particularly in the backdrop of the developments seen during his first visit after assuming fresh charge of the ministry, to Pune last week. While his predecessor PC Chidambaram, during his entire tenure as HM vis -a -viz militancy in J&K state, adopted a pro active strategy and policy , it remains to be seen what mode and manner the new Home Minister adopts in dealing with ever unpredictable and complicated security situation in the state.
