'Dispute' over Sarthal Devi road project, contractor approaches CMs grievance cell | | | Early Times Report KISHTWAR, Aug 7: Construction work on 17 Kilometer Sarthal-Badhat road connecting over 20 villages in Sarthal area of Kishtwar district has hit the blockade due to dispute over 150 meter land at take off point of road. Even though the contractor constructed near about 5 Kilometer road connecting 3 villages out of 20 villages coming under the alignment of said road project, but the road for the people of these three villages is useless since the take off point of this prestigious Rs. 12 crore road project is closed due to dispute on a private land. Even though the PMGSY department has deposited the compensation of Rs. 1.34 cr in the year 2009 with Collector Land Acquisition Kishtwar for payments on account of land acquisition payments in favour of the land owners. It was nearly a year ago when a local contractor won the bid for this road project to be completed in two years, but due to blockade at take off point, the construction work is moving at snail's pace. This prestigious road project also provides the alternative road link to historic Hindu Shrine of Sarthal Devi situated in Sarthal area of Kishtwar district. "Sarthal Devi management in consultation of MLA Inderwal Ghulam Mohammad Saroori made an effort to solve the problem amicably and even approached District Administration over the issue," said Thakur Jugal Bhandari, Vice-Chairman Sarthal Devi Management. Bhandari said that the road project is very feasible for providing alternative road link to the temple and will also increase the flow of pilgrims as well as tourists. He said that the road project is beneficial for not only to the people of Sarthal, but also gives easy access to the visiting pilgrims. Dejected with the attitude of district administration, the contractor Tanveer Ahmed Mintoo approached CM's grievance cell for redressal of the problem, but the action is still awaited. He said that PMGSY officials also held several meetings with district administration over the issue, but nothing could be achieved till date threatening the future of the road project. He said that PMGSY at the time of the allotment of the tender urged him to start the construction work while setting the take off point of the road a side with the promise that the dispute will be solved in a week or two. The contractor said that due to blockade at take off point, he has to pay extra money for transportation of material and thus escalate the cost of the construction work, which is a burden on him. The local inhabitants demanded immediate action on part of the district administration so that their long pending dream could be materialized. "I too have seek information under RTI Act from the District Administration about the delay in this road project, but they fail to give me any information till date," said Jabbar Singh a local resident. Jabbar Singh said that due to blockade at take off point of the road, this road is useless to them since he and the other people still have to travel several hours by foot to reach home. He demanded an immediate interference of senior officials of the Government for solving the dispute so that the road gets through for the traffic movement. |
