Sarpanches, panches contest government claim of empowering them | | | Early Times Report Srinagar, Aug 8 : Contrary to government's claim to have empowered the Panchayati Raj Institutions (PRIs) in Jammu and Kashmir, the situation on the ground was entirely different as sarpanches and panches continued to protest, alleging non cooperation from government employees. Congress, a partner in the coalition government headed by National Conference (NC) has threatened to launch state-wide protests, demanding implementation of the Panchayati Raj Act in true spirit. The government has claimed that 14 different government departments have been brought under PRIs. Minister for Rural Development Ali Mohammad Sagar, who faced angry sarpanches almost from all parts of the state, said government has already empowered them. He also said government has appointed Additional Deputy Commissioners of respective districts as nodal officers to see the government order empowering PRIs is implemented. However, sarpanches and panches alleged that the officials of 14 identified departments are not cooperating with them. They said though the government claimed to have issued orders, the situation on the ground is totally different where sarpanches and panches are being treated as outsiders in office. "We are being humilitated when we visit to offices, they alleged and said so the question of monitoring their work does not arise. "We fought elections and remained associated with the PRIs despite threat to our lives," they said adding many have already resigned because of no cooperation from the government. Government was befooling us and common people as we have not been empowered as is evident from the fact that even a Village Level Worker was not ready to cooperate with us," they saod. The coalition partner Congress, youth wing, has threatened to launch a state-wide agitation if the PRIs were not truely empowered within one week. The Congress leaders demanded implementation of 73 and 74 ammendements in the state. Main opposition Peoples Democratic Party (PDP) and other mainstream parties alleged that the NC was not interested to empower the PRIs in the state. They demanded implementation of these amendments in the state. |
