JU granting affiliation to pvt colleges without inspection
Office of CDC bye-passing laid norms, provisions

jammu, Aug 8: The Colleges Development Council (CDC) of Jammu University (JU) is working in an absolute arbitrary manner under the directorship of Prof Deshbandhu Gupta. In a latest move, the CDC is granting affiliation to the private B.Ed colleges for the current academic session without even going for routine inspections. Soon the office is going to declare B.Ed admission open in a hush-hush manner.
As per practice and laid norms, the team of CDC has to inspect the temporary affiliated colleges before the commencement of academic session every year. But, this year the Director CDC didn't find enough time to constitute teams and inspect the colleges. Instead of going for inspection, the CDC is granting affiliation to colleges simply by taking affidavit from the management which is a vague practice.
As per sources, the matter was not going well with the officers and professors of the University. "Few months ago Prof. Deshbandhu had launched tirade against the alleged wrong practices of the private affiliated colleges. But, now he himself is bye-passing provisions of the University. He's been in the office for the last nine months and it's hard to believe that he couldn't find time to carry out inspections in the B.Ed colleges," said one of the Professors on the condition of anonymity.
Sources divulged that Joint Director CDC had suggested this modus operandi to Prof Deshbandhu Gupta and they both fall in the line for the reason unknown. The inspection of temporary affiliated colleges is the foremost duty of the CDC so that their deficiencies could be observed and management be asked to make up the same but it is hard to believe that person like Prof Deshbandhu Gupta has bye-passed the laid norms, commented another senior professor.
As per sources, the matter was brought into the notice of Office on Special Duty (OSD) to Vice Chancellor Jai Kumar Sharma. Soon he will take up the same with Vice Chancellor as well, sources added. Pertinently there are few BEd colleges which have not been able to secure NoC from the Higher Education Department for the current session and their affiliation process has been stalled by the office of CDC.
