Traffic signal lights: Specifications, conformity to tender document ignored

JAMMU, Aug 8: Alleging discrepancies, short comings and non conformity in the hyped project of installation of traffic signal lights in Jammu, an RTI activist has sought information under the RTI Act from Jammu Municipal Corporation which could bring to the fore the incongruity with regards to accomplishment of the important project.
Alleging that the terms and conditions specified in the tender document were compromised in allotting the contract to Onyx, a Delhi based company, which had quoted lowest rates for the proposed project, the information seeker while talking to ET averred that the committee constituted by the Government in this regard had foregone the important aspect of quality and conformity of the product with the tender floated by the JMC. "Ace Engineering Works, which had quoted the second lowest rates had presented a much better product which was not only in line with the specifications of the tender but also had scope to accommodate the foreseen value additions required to be made in the future. They were denied the work without taking cognizance of the comparative conformity viz a viz its competitor, with the requirements specified in the tender" explained the RTI activist.
"While it has been clearly mentioned in the tender document that the Controllers should be vehicle actuated and upgraded to intelligent traffic system and with provision for online connectivity through GPS/GPRS/Cables/optical fibres etc., the company which has been allotted the work has not conformed to the all important guideline, failing the very purpose of tendering and allotting the work to the firm quoting lowest rates" said the RTI activist. "There are several other areas where terms and conditions of the tender have not been adhered to and even UPS for uninterrupted power supply have not been installed at many places due to which the entire system crashed down" he added.
Meanwhile, sources in the department divulge that Onyx and Ace Engineering Works, the two companies which had quoted lowest rates were asked to display sample lights at two different places in the city to check the quality of the product and its conformity with the terms and conditions of the tender, but while deciding the deal in favour of Onyx, the quality and conformity were ignored. "A senior member of the committee had even submitted that the two products be compared in light of the quality and QRs specified in the tender, but his submission was ignored. The source also divulged that the installations were approved for the summer capital without any technical evaluation with regards to feasibility is sustainability in harsh weather conditions prevalent there.
